Job Description:
Under the general direction of the Family Support Services (FSS) Contracts Management and Fiscal Oversight Director, the Financial Analyst IV performs highly advanced financial analysis and monitoring of technical and program related to state and federal-funded FSS programs, projects and procurements that support expenditure forecasts; financial, budget, and operational budget impact; program and LBB performance measures; and project deliverables for the FSS division. Provides consultative services and technical assistance including planning, developing, coordinating, and implementing operations and business services functions related to the FSS Division's management of budgeting, revenue management, purchasing, grants, and contract purchases. Oversees and coordinates finance and budgeting activities for the FSS Division, including fiscal oversight/coordination and technical assistance for grantee program budgets and FSS divisional budget, revenue management, purchasing, grant management, and capital purchase management. Oversees assignments, projects, and deliverables. Oversees and coordinates any FSS legislative appropriations request (LAR) assignments and prepares any analyses supporting FSS program LAR, exceptional items, bill analyses, and fiscal notes. Prepares and evaluates program and operating budget requests. Works closely with the FSS leadership team to ensure resource allocation within the division. Plans and may assign the work of the Fiscal Oversight Team. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Uses a variety of software applications including CAPPS FIN, USAS, SCOR, Outlook, Word, Excel, and Access to perform essential job functions.
FSS division offers up to 4 days telework to its division members, in accordance with agency and division telework policy. This position's ability to telework will be determined by FSS leadership and agency and division telework policies. Staff performance is monitored to ensure appropriate use of work hours and agency assets. The position will be required to report to the office, as directed, to fulfill essential job functions.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. May be required to work extended hours as needed during Legislative and agency budgetary process cycles.
(20%) Coordinates the development and implementation of the Division's budgeting and revenue management activities, policies, and procedures. Coordinates and performs budget monitoring, projections, expenditure verifications, and budget and expenditure analysis to include monitoring expenditure trends. Works with multiple and complex funding streams, including General Revenue, General Revenue-dedicated, federal grants and cooperative agreements, and other federal funds. Coordinates activities among other agency departments to ensure FSS funds are appropriately allocated and budgets are correctly loaded. Coordinates movement of funds as needed to meet budgetary requirements of the Division. Takes action to ensure funds are loaded accurately and ensures maximized use of funds. Coordinates with partners to resolve budgeting and funding issues. Prepares Excel analyses and reports, PowerPoint presentations, databases, emails, forms, action memos, or other required documentation as needed.
(15%) Performs highly complex financial analysis and monitoring work related to financial and operational impact, budget and operational impact, federal grant management and expenditure forecasts, and project and program deliverables for FSS Division. Work could involve the examination and review of accounting records and financial statements. Work will involve examination and review of reports, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as FSS and agency policies and regulations, for related projects and procurements. Prepares financial reports containing findings and recommendations for FSS budget course correction to maximize dollars. Participates in research studies and internal audits as needed. Provides technical assistance to FSS staff and grantees in all matters relating to financial compliance and best practices. Makes recommendations and plans for strategies to mitigate financial risks and resolve financial and other problems. Oversees the development of models and analyses to include annual expenditure forecasts and long-term financial plans for FSS leadership.
(20%) Plans, coordinates, reviews, and approves special and routine assignments such as management requests; budget, purchasing, and legislative assignments; program transition or restructuring proposals; cost reports for project and program activities; budgets for new or proposed programs and activities; materials for training and presentation purposes; and other requests as assigned. Oversees FSS fiscal expenditure and budget health to report routinely to FSS leadership. Provides timely and accurate information in response to inquiries. Coordinates, at a minimum, weekly with FHS Budget Team to plan and review budget and purchasing requests and budget adjustments to ensure the flow of funding to FSS grantees and contractors occurs timely.
(10%) Develops and implements the Division's policies, procedures, and projects related to budgeting, capital authority, finance, accounting, purchasing, and related subject matter that correlates to FSS budget management. Attends and participates in relevant agency meetings and workgroups and ensures Division compliance and input. In coordination with FSS leadership, oversees tracking and progress updates on special project expenditures to ensure projects are completed on time and within budget. Assists FSS staff and FSS grantees as necessary to successfully complete projects. Assists in planning and implementation of training opportunities for FSS Division staff.
(10%) Oversees the Division's purchasing and tracking of obligation and expenditures of grantee service billing and contractor processes. Reviews proposed purchases and provides budget approval to FSS leadership. Oversees tracking of purchases and expenditures. Oversees and approves invoice payments. Evaluates and takes problem solving action to assist with successful purchasing transactions and maximizing dollars to reduce lapse. Ensures adherence to established purchasing policies and procedures. Makes recommendations for improvements in purchasing and tracking processes. Coordinates program purchasing activities to ensure staff process requests appropriately and in a timely manner. Ensures that grantee billing is received and paid timely.
(10%) Oversees the Fiscal Oversight team including planning and assigning work. Reviews and approves reports and other budget and fiscal documentation received from team members daily. Ensures staff members have updates and training needed to successfully conduct activities.
(10%) Ensures alignment of budget with the LAR. Coordinates with FSS leadership and FHS Budget team to plan and develop exceptional item concepts and budgets as applicable. Prepares agency cost estimates. Participates in implementation of legislative initiatives as applicable. Reviews and interprets new legislation and other applicable federal or state laws and regulations as well as department policies and procedures that affect related procurements, program service budgeting and FSS projects. Prepares and provides financial and operational impact analyses of legislative proposals.
(5%) Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet FSS's and the agency's obligations, goals and objectives.
Knowledge, Skills and Abilities Knowledge of financial analyses and examination procedures for regulated entities, financial and industry terminology and practices, and statistical analysis.
Skill in the use of a computer and applicable software, and in data modeling.
Ability to administer financial processes and systems; to perform and interpret numerical analyses; to interpret statutes; to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; to prepare reports and correspondence regarding findings; to develop and evaluate policies and procedures; to communicate effectively; and to supervise the work of others.

Initial Selection Criteria:
Experience in financial analysis. Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is generally preferred. Experience and education may be substituted for one another.
Experience with state government financial processes preferred.
