Brief Job Description:
Access and Eligibility Services (AES) seeks highly qualified candidates to fill the Office of Administration (OA) Finance Operations, Financial Analyst II position within the Texas Health and Human Services Commission. Under the direct supervision of the manager, the Financial Analyst II provides AES-wide program and financial expertise in support of vendor contracts.

The position performs highly advanced, senior consultative services and technical assistance work, including but not limited to requirements gathering, reviewing and analyzing business processes, contract oversight, and financial support. This position leads projects according to project management guidelines and standards; communicates on a complex level with other entities (internally/externally) to exchange information; and addresses issues to resolve challenges. The role also includes monitoring performance reports and providing fiscal analysis based on findings. Additionally, this position ensures compliance with federal and state laws, regulations, and policies. Tasks required of the analyst generally require the use of various software applications such as CAPPS Financials, CAPPS HCM, Excel, and Tableau. This position works with limited direction with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy. Supports, ensures compliance with, and behaves in a manner that reflects the AES mission, vision, and values.

EJF1. Tracks, reviews, and processes monthly contract deliverable invoices. Review invoices for accurate expenditure reporting by comparing payment requests by cost category to state plan budgets. Work with HHSC Accounting on status of timely payments. Coordinate and offer technical support for invoices. Meets with contractors, stakeholders, and AES staff often and regularly. (35%)

EJF2. Assist with the fiscal activities associated with the implementation of a Community Access (CA) AES grant-funded program. May contribute to the creation of the Annual State Plan for all programs that are budgeted. Assist with the bi-annual and annual federal reports by reconciling the expenditures against the allocated budget. (15%)

EJF3. Conducts research, analyzes, and generates internal and external charts and reports as required. Compiles, organizes, analyzes, and produces state cost and program required financial reports and estimates upon request. Prepares reports using Microsoft Suite, Salesforce, CAPPS Financial and Reporting to perform specific tasks and responsibilities as assigned. (15%)

EJF4. Track, reviews, and process annual encumbrances by entering requisitions into CAPPS Financials to procure funds for the contract budget period each state fiscal year. (15%)

EJF5. Participates actively in workgroups and/or projects that may potentially affect the existing and developing contracts; Analyzes the potential effects of changes to AES program areas on those areas in the wake of significant program modifications. Examines the potential impact of adopted regulations on the budget. Act as an evaluator for existing and new projects by actively participating in Request for Applications (RFA) and Request for Proposals (RFP) procurements. (10%)

EJF6. Assist with other duties as assigned (10%).

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • local, state, and federal laws and regulations relevant to AES program areas;
  • principles and practices of public administration, public sector management, providing services, and contract administration;
  • accounting, finance, auditing, or budgeting. CAPPS Financials or other similar budgeting and/or accounting software experience is preferred; and
  • legislative appropriations request and annual operating budget process.
Skill in:
  • using computer software including but not limited to Excel, Word, Access, CAPPS HCM, CAPPS Financials, and other financial applications;
  • communicating both verbally and in writing;
  • managing multiple projects and meeting tight deadlines.
Ability to:
  • work independently with limited supervision;
  • follow oral and written instructions;
  • establish and maintain effective working relationships with coworkers, other agency staff, and the public;
  • manage program activities;
  • establish goals and objectives;
  • devise solutions to administrative problems;
  • develop and evaluate administrative policies and procedures;
  • prepare concise reports; and
  • plan, assign, and supervise the work of others.

Initial Screening Criteria:

Graduated from an accredited four-year college or university with a Bachelor's degree in business, finance, accounting, economics, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis. Experience in areas of budget, finance, accounting, and/or contracts. Experience with interpreting and applying federal and state laws perferred. Advanced MS Excel experience preferred.
