Program Specialist VI performs highly advanced (senior-level) consultative services and technical assistance work, specifically related to the review of budgets, operating costs and financial activities of the state operated facilities. Work involves planning, developing, and implementing business and financial monitoring and costing tools for the state operated facilities and providing consultative services and technical assistance to facility oversight management and the facility staff. Coordinates, reviews and analyzes the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:
• Reviews the performance of business and financial operations of state-operated facilities, making recommendations for improved performance, cost-saving measures, and other operational activities that have a financial impact. Conducts administrative activities, including the gathering and review of financial and operational data for state-operated facilities individually, by facility type, and for the entire system.
• Utilizes Tableau to create dashboards and data visualizations to provide insightful financial analysis and reporting. Develops, maintains, and enhances Tableau dashboards to monitor key performance indicators, track financial metrics, and support data-driven decision-making processes.
• Acts as a liaison between the facilities and HHSC operational areas and other related parties. Analyzes and drafts program policies, oversees implementation and documentation of those program policies.
• Coordinates and conducts the collection, organization, analysis, and preparation of materials and financial information in response to requests for program information and reports.
• Coordinates and crafts the development of program policies, procedures, manuals, and standards; and plans program activities in accordance with program objectives and goals.
• Develops and implements effective techniques for evaluating facility financial operations, identifies the need for new analysis and reporting, and provides guidance to facility staff in the development and integration of new methods and procedures.
• Oversees the completion of and monitors required financial, cost, and performance reports, studies, and specialized projects. Studies and analyzes financial operations, costs and associated cost rates, and problems, and prepares reports of findings and recommendations.
• Coordinates surveys and reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.
• Coordinates with others who collect, organize, analyze, and prepare materials in response to requests for information and reports.
• Consults with program and facility management to resolve problems, identify needs, and discuss program effectiveness.
• Determines trends and resolves operational and financial/budgetary problems.
• Prepares and evaluates program budget requests.
• Provides consultative services and technical assistance to plan, implement, and monitor effective financial operations.
• Performs related work as assigned.

Registrations, Licensure Requirements or Certifications: None

Knowledge Skills Abilities:

Knowledge of local, state, and federal laws related to state financial program operations; of public administration and financial, cost reporting and budgetary management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.

Skill in gathering financial information using standardized reports, queries development, and financial data manipulation. Skill in identifying measures or indicators of program performance and in operating computers and applicable software.

Ability to gather, assemble, correlate, and analyze financial information both from the use of forecasts and historical data; to devise solutions to problems; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to coordinate the work of others.

Initial Screening Criteria:

1 year obtaining financial data (performing queries) from state financial systems; and
2 years conducting budgetary/financial performance or cost reviews of program areas.
Experience using Tableau to create dashboards and data visualizations is preferred.
