As an Enterprise Data Manager, you will be responsible for the agency's strategic alignment of enterprise data and information management, managing data as a strategic asset to position data for operational efficiency, system/technology modernization, and analytics. The position will establish, lead, and manage enterprise strategic data management initiatives, policies and processes to transform data to support and enable compliance, address risks, and improve data sharing and analytics to provide the foundation for the agency's vision of person-centered, integrated program coordination and service delivery.
Responsibilities include but may not be limited to:
Direct, lead, establish, and manage all aspects of Enterprise Data Management initiatives and associated activities for compliance and to improve data management initiatives across the enterprise. Influence and manage, and bridge business and IT to align with an Enterprise Data Management strategy. Strategically plan and manage resources and roadmaps to prepare DHS business functions, resources, processes and staff for data transformation. Collaborate with Service Delivery Transformation Leadership to support proactive and innovative data management practices that align teams and solutions with the enterprise vision, strategy, priorities, and outcomes that support and promote becoming a product organization. Manages and bridges all levels of business/IT relationships needed to support the alignment and where needed, transformation of data management practices, roles and responsibilities across the entire agency. Supervise staff to facilitate the attainment of work goals and ensure compliance of applicable work rules, policy and labor agreements. Qualifications
Minimum Qualifications

Professional leadership or supervisor experience
AND
Two (2) years of enterprise data experience managing programs/systems that include strategic planning and directing the work of staff
OR
five (5) years of professional leadership or supervisory experience in data analysis/management, data program or project management, or a related role.
Experience must demonstrate:
Knowledge and experience in data management, security practices and technologies that enable the strategic use of data and the ability to establish tactical plans for execution. Program/project management or relationship management experience to efficiently manage interagency/cross agency programs/systems, policies, and processes to meet business needs and produce high visibility/high impact deliverables. Plan, manage and leverage fiscal and human resources in relation to ongoing operations and program/project/product planning. Strategic planning and implementation of large, complex business initiatives and/or technologies. Preferred Qualifications
S ignificant knowledge and experience of human services data, programs policies, and systems. Extensive understanding of the legal and compliance issues related to Minnesota's human services data and delivery systems. Strong leadership skills that enable the resolution of conflicts so positive outcomes are achieved. Collaboration with business and stakeholders to translate and ensure business needs and outcomes are achieved. Ability to successfully navigate and interact with key stakeholders, decision-makers, and subject matter experts representing different disciplines that need to be involved in planning, decision-making, problem-solving, and implementation for new and operational data transformations. Understanding of the administrative and operational structures of DHS. Variety of experiences working effectively with others from different backgrounds and cultures. Additional Requirements
