The Major Procurement Support (MPS) Business Analyst is a senior business analyst position responsible for gathering, compiling, analyzing, tracking, and drafting of functional and technical requirements for complex procurements. This position performs extremely detail-oriented work on major procurements in the development of procurement artifacts and project documentation. The position is responsible for providing support in the execution of the procurement strategy for major procurements for the State of Texas Health and Human Services Commission (HHSC). The position requires the candidate to work closely with the MPS Director, Project Managers, and team members; Project Sponsors and similar leadership; and stakeholders from other divisions within HHSC.
Essential Job Functions (EJFs):
Serves as senior analyst with primary emphasis on leading and facilitating the procurement process for major IT initiatives. (through customer-related service request responses, business requirements coordination across program areas, business rules and requirements solicitation from requesters, business requirements peer reviews, technical specifications and related artifacts review). Converts high-level business, technical, financial, legal and other stakeholder requirements into procurement requirements at an appropriate level of detail and categorization to complete documentation according to standard templates, using clear, concrete, and concise language. (30%)
Oversees the development of business and user requirements coordination that support the procurement process for major initiatives. Acts as liaison between technical and non-technical customers. Develops relationships and acts as point of contact for procurement related questions. Meets with staff, customers and stakeholders to establish current and future priorities with IT components to support the program's business needs and those of the agency. Communicates technical business processes verbally and via workflow diagrams. Assist program SMEs in development of up-to-date procurement artifacts ensuring all procurement relevant documents are gathered during a procurement lifecycle. Documents clear, detailed, and thorough technical specifications for simple to complex requests. Provides procurement recommendations on new technologies, architectural or security requirements. (30%)
Manages the formation of projects. Oversees and provides input on the requirements management process across the Procurement Life Cycle. Collaborates with IT areas - Project Management Office, Chief Technology Officer and Application Development - to perform analysis, design and planning during stages of procurement. Prepares project management documentation, such as Project Charters and Project Management Plans, as requested. Serve as single point of contact and ownership for update of schedule, milestones, tasks, including but not limited to Security, Privacy, Legal, Finance, PCS, Risk Management, and Non-Disclosure Agreements. (15%)
Provides quality assurance-related consultation to users and/or provides oversight of projects, assignments or special initiatives. Initiate Quality Control reviews of other complex project deliverables such as response documents, statements of work, project charters, project management plans, governance charters, work breakdown structures, process diagrams and risk management plans with providing comments and feedback to document owners. Develop and maintain process document containing common errors discovered during the quality control reviews. Mentors and advises on best practices for the development of Best Value criteria and sub-criteria and how to develop effective evaluation tool content. Provide feedback to agency leadership, reporting the status of current priorities, new and future projects, and to highlight opportunities for cross-divisional collaboration. (10%)
Participates in strategic planning, the development of processes and procedures, and implementation of best practices for MPS-led major procurements. Participates on project teams in the delivery of IT solutions through the analysis and documentation of business processes, requirements and specifications. Promotes productivity and efficiency by studying current practices, helps customers analyze complex technical and managerial processes, identify inefficiencies, and assist customers to realize business value. Develops and conducts training sessions that educate customers, colleagues and stakeholders on business analysis techniques and standards. Assist in the development of the agency and IT strategic plan and the agency information resource plans. (10%)
Other duties as assigned. (Note: For DSHS positions this includes but is not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.) (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of IT project planning, development and implementation with the ability to apply that knowledge to the development of requirements and Request for Proposals/Offers (RFx) narrative. Knowledge of the DIR Project Delivery Framework and the associated Project Management Life Cycle (PMLC) documentation. Ability to draft RFx for the development and maintenance of IT solutions and services; from project initiation through vendor selection including proposal evaluations and contract negotiations. Ability to analyze and interpret technical information including regulations, policies, and automation system documentation/specifications/to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements. Ability to visualize, diagram, and explain As-Is / To-Be business process flows. Ability to conduct data and/or requirements gathering meetings (JAD or JAR sessions), with adherence to meeting agenda, documentation of meeting outcomes, and the ability to drive Action Items to closure. Ability to perform project level analysis and produce project analysis documentations such as swim lanes, sequence diagrams, use cases, etc. Ability to work on complex business problems, analyzing and evaluating current business methods and procedures for improvements. Ability to direct and organize procurement activities; to establish project goals and objectives that support the State and HHSC strategic plans as well as Federal directives. Ability to identify problems, evaluate alternatives, exercise sound judgment, and implement effective solutions; to develop and evaluate policies and procedures; and prepare reports. Ability to communicate effectively, develop professional networks, and identify the internal and external dynamics that impact the work of the organization. Ability to build and maintain effective relationships with cross-departmental and inter-agency teams; including effective communication skills with technical and non-technical groups. Skill in the application of risk management strategies and the ability to routinely identify and effectively mitigate risks. Skill with the Microsoft project tool suite (Project, Visio, Excel, Word, PowerPoint).
Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Developer (CTCD) - (formerly Certified Texas Procurement Manager) certification must be obtained within 6 months of hire.
Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in business, communications, computer information systems or a related field is generally preferred. One year of appropriate experience may be substituted for the required education on a year-for-year basis. 3 or more years' experience performing business or systems analysis for IT projects. 2 or more years' experience preparing or responding to RFPs preferred.
