Under the direction of the Deputy Secretary of the Division of Workforce Services, this position serves as the Deputy Program Director for the FL WINS program. This position directly supports the FL WINS Program Director in providing administrative oversight and support to staff and department units engaged in business activities, such as strategic planning, analysis, development, integration, and relationship management. The candidate in this position will act as the FL WINS Deputy Program Director and will serve as a member of the Division leadership team.

Strategic and Operational Management

Assists the FL WINS Program Director in establishing long-range strategies and administering policies and procedures to achieve FloridaCommerce operational objectives.

Directs and ensures adherence to project management processes, policies, and procedures.

Provides consultation to leadership regarding technology updates and emerging technologies.

Researches approaches used by other State of Florida agencies to identify beneficial projects or processes.

Monitors and reviews budget proposals, Legislative Budget Request (LBR), and major purchases.

Participates in the analysis of legislation and proposes new legislation for IT projects.

Manages multiple tasks and projects to ensure effective tracking and adherence to standards.

Develops and executes standards for accountability and measurements of success.

Prepares executive level reports on program status and performance.

Ensures projects conform to Department and data center standards.

Reviews deliverables for quality and conformance to standards.

Relationship Management

Internal

Works with leadership and other division areas to plan future services and develop overall program plans.

Collaborates with the Department’s Security Manager to identify and mitigate security risks.

Participates in internal and external audits of project management procedures.

External

Meets and coordinates with key stakeholders for new or existing programs and initiatives.

Assists with vendor management within the Program, including procurement and contract management.

Leads participation in federal compliance and reporting requirements.

Represents the division at meetings and forums involving programs and initiatives.

Required Knowledge, Skills, and Abilities:

Knowledge of industry best practices and methodologies.

Ability to supervise employees and facilitate cross-functional teams.

Ability to lead discussions and manage conflict.

Ability to proactively identify problems and generate solutions.

Advanced proficiency in Microsoft Office Suite.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required.

Minimum:

Experience as a direct supervisor or team lead.

Experience managing large cross-functional technology projects.

Experience communicating with multiple audiences.

Experience building and maintaining business relationships.

Experience preparing reports for various audiences.

Experience reviewing and managing project management documents.

Experience with budget and procurement.

Possess a Certified Project Management Professional (PMP) or equivalent certification.

Duties must be performed at the official work site of the Department.

Travel may be required and must provide own transportation.

Preferred:

A bachelor’s degree from an accredited college or university is preferred.

Pay:

$52,859.88 - $110,000
