POSITION SUMMARY:
The human resources director is directly responsible for the overall administration, coordination, and evaluation of the human resources function. This role will serve as a trusted advisor to leadership and be accountable to assist in the implementation of HR projects, policy and procedures, employee relations, employee engagement, and leadership development. Act as the health & safety liaison to maintain compliance as it relates to CARF standards. Maintain strong partnership with DEI committee to create a successful culture and workplace atmosphere.

ESSENTIAL FUNCTIONS:
- Develops and administers various human resources plans and procedures for CND personnel.
- Plans, organizes, and controls all activities of the department. Participates in developing department goals, objectives, and systems.
- Rewrites/revises job descriptions as necessary; conducts annual salary surveys.
- Monitors the performance evaluation program and revises it as necessary.
- Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures.
- Manage annual open enrollment and benefit administration; benefits administration to include benefit education, enrollments and plan changes and cost effectiveness. Arrange for distribution of plan summary materials and required notices to be communicated to employees and conduct employee presentations if necessary.
- Conducts recruitment efforts for all exempt, nonexempt and temporary workers; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations and conducts all exit interviews.
- Conduct Orientation/onboarding for new hires.
- Recommends new approaches, policies, and procedures to improve efficiency of department and services performed.
- Act as the Health & Safety Liaison to ensure CARF requirements are met as it relates to health & safety and workforce development standards.
- Maintain a strong partnership with the DEI Committee to create a successful culture and workplace atmosphere.
- Provide, implement and/or coordinate required trainings on a semi/annual basis, (i.e., Emergency Evacuation, Infectious Disease, Clients Rights/Clients Abuse, Cultural Diversity, Critical Incidents, Corporate Compliance, Health & Safety Practices and Ethics Trainings on a Quarterly, Semi Annual and Annual basis).
- Develop and implement a system to monitor emergency preparedness and procedures and outcomes.
- Implement a training curriculum and calendar to ensure all required competency-based trainings are identified.
- Ensures compliance with all federal, state, and local employment laws. (EEO, ADA, FMLA, ERISA, DOL and OSHA)
- Coordinate and assist CFO with the ACA and ERISA benefits reporting requirements.
- Act as a resource for payroll/HR contacts to ensure their understanding and compliance with benefits and HR policies and regulations. Keep management advised of potential problem areas and recommend/implement solutions as appropriate.
- Participate in staff meetings, committees, attend conference, trainings, webinars/seminars as needed to as enhance your knowledge, broaden your horizon, and obtain continued education.
- Performs other duties as assigned to promote the overall mission and vision of CND.
