JOB TITLE: Director of Finance (DOF)

OVERVIEW: The Director of Finance (DOF) is a senior leader in the finance department responsible for the day-to day operations of the department. The DOF plays a critical role in overseeing and managing the day-to-day financial activities of the organization.
SUPERVISION EXERCISED: Directly supervises all fiscal support and billing related staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. May be assigned additional fiscal related staff supervision as services and operations expand based upon function.
ESSENTIAL FUNCTIONS:
EDUCATION: Bachelor's Degree from an accredited four-year college or university. Master's degree in finance or accounting or related field and Certified Public Accountant (CPA) preferred. A minimum of five (5) years experience in fiscal services (grants, contracts, billing and collections, bookkeeping, accounting, reporting) may be substituted and/or combined with education to meet this requirement.
EXPERIENCE: Five years of fiscal management experience including three years in a health care organization.
REQUIREMENTS: Certificate/License: CPA (Certified Public Accountant) designation preferred.

ESSENTIAL FUNCTIONS:
- Lead and manage the finance team.
- Supervision of Payroll, Billing, Purchasing, Accounts Payable, Accounts Receivable and general accounting functions of the Finance Department.
- Responsible for preparing and reporting accurate and timely financial statements monthly.
- Oversight of internal controls of the department, including, but not limited to:
- Monthly bank reconciliations
- Reconcile General Ledger control accounts to corresponding subsidiary ledgers
- Accounts Payable - verify accuracy, classifications and proper approvals
- Accounts Receivable - verify daily deposits and proper classifications
- Assist with preparing the annual budget and collaborating across the organization to ensure financial controls are in place to align with annual board approved budget.
- Monitor the annual budget to ensure compliance and adherence amongst department managers.
- Reviews departmental financial statements with administrators, aids and present fiscal information at meetings as requested.
- Monitors departmental budgetary performance and internal controls.
- Assist with development and implementation of financial policies and procedures and ensure compliance.
- Provides excellent customer service to internal team as well as stakeholders and partners by being responsive to their needs and concerns under the direction of the CFO and CEO.
- Understanding of Billing and Collections for financial sustainability and works collaboratively with the Revenue Cycle Manager and Billing team for optimal fiscal performance.
- Ensures annual cost reporting/billing is performed accurately.
- Interacts with Information Technology Department on computer operations related to financial impact.
- In conjunction with the Human Resources Department, will ensure all insurances are addressed timely and efficiently to assure best cost practices in accordance with required coverage.
- Reviews departmental performance and ensures compliance with fiscal governmental reporting requirements, including tax reports.
- Will in coordination with the CFO and CEO, pursue all activities to expand the clinic's services.
- Develop cost effective approaches aimed at providing cost effective care.
- Participates in education and training sessions to remain current with all related to rules and regulations affecting Federally Qualified Health Centers (FQHCs) and healthcare financing.
- Support, track, and monitors grants management and ensure timely and accurate reporting in accordance with notices of awards, funding announcements and guidelines.
- Monitor and provide oversight into fiscal related compliance issues and pursuing all avenues of funding available to non-profit organizations as directed by the CFO.
- Assures compliance of all financial policies and procedures with special attention to HRSA Compliance Standards.
- Assures compliance with the Sliding Fee Discount Program and maintains an updated fee schedule annually as required by HRSA.
- Manages and evaluates performance of supervisors to ensure quality of service and technical expertise of staff.
- Active participation in the annual independent financial audit and assures proper and timely reporting amongst all staff.
- Complies with all federal and state audit procedures.
- Identify technology and resources aimed at achieving business intelligence for positive financial results.
- Supports and actively participates in operational site visits, on-site and virtual audits.
- Participates in professional development activities and maintains professional affiliations to strengthen the organization.
- Attend Finance Committee meetings and present current fiscal status as directed by the CFO.
- Identify and assess financial risks.
- Implement strategies to mitigate financial risks.
- Manage cash flow to meet operational needs.
- Monitor and optimize working capital.
- Always maintains strictest of confidentiality.
- DOF must exhibit high integrity.
