GENERAL SUMMARY

The Health Grant Manager will be responsible for overseeing and assisting with the organization's grant requirements and application process for the Nisqually Indian Tribe's Health Department grants. This position is responsible for all health services local, state, and federal grants. The position is responsible for health services planning and program analysis. This position is responsible for analyzing the needs of Health Department programs and the Nisqually community, developing solutions, leading the Tribe to access additional resources, increasing effective use of existing resources, gathering community needs data and seeking available grants to fund those needs.

This position ensures the confidentiality, security, and accuracy of records, and promotes positive employee, customer, and community relations. Strong written and verbal communication skills are required and outstanding customer service to fellow employees, customers, vendors, etc. is expected. Regular attendance is required, and on occasion, later hours or weekend time may be required with project deadlines and a neat well-groomed professional appearance is essential at all times.

PRIMARY RESPONSIBILITIES

Primary responsibilities are the basic job duties that an employee must be able to perform.   • Research and identifies potential funding opportunities in support of the Nisqually Tribal Health and Wellness Center, community and Tribes goals, objectives and long-range plans.
  • Assist in seeking grants for all health services programs and in writing grant proposals for additional resources.
  • Develop, write and seek grants from federal, state, local and alternative funding sources.
  • Maintains clear documentation of proposals, reports, contracts, and departmental contacts; coordinate department retention of required documents in accordance with applicable requirements; ensure accurate and timely reporting and submission of required performance in collaboration with financial services and grant compliance.
  • Serve as department liaison for all grant management activities with the Administrative and Finance departments and with funding agency representatives and other stakeholders.
  • Act as a delegate for the health department Administrator at various Tribal, State and local meetings when directed.
  • Consult with Health Department program management to determine and define problem areas; conduct assessments, analyze results, and recommend solutions.
  • Assess available on and off reservation resources; Inventory existing health service resources available to the community and develop a strategy for increasing access to these resources.
  • Provide technical assistance to Tribal health service programs for program development.
  • Maintain knowledge of current federal grant management guidelines and assist in grant management policies and processes for the Nisqually Tribe, in collaboration with Financial Services Department and Grants Compliance.
  • Conduct assessments and surveys relating to the health service needs of the community; incorporate findings and feasibility study results to complete long and short-term health services planning.
  • Research, evaluate, and analyze program/project development for effectiveness and make recommendations for improvement.
  • Collaborate with the Tribe's planning department to identify options available to the Tribe.
  • Collaborate with SPIPA Health Planning Program to identifying potential areas for client and patient services for the Nisqually Indian Tribe.
  • Frequent review of grants compliance and assists health department managers in staying in compliance to grant requirements from finders.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience
  • Bachelor's degree in Health Administration, Planning, or related field OR a comparable amount of experience and/or education.
  • Two years' work experience in tribal health services, program planning, and/or program development OR a comparable amount of experience and/or education.
  • Experience writing grants and working with grant reporting systems.
  • Must possess a valid Washington State Driver's license and maintain a driving record that meets the minimum requirements established by Nisqually Indian Tribes vehicle insurance provider.
  • Successfully pass a pre-employment drug screen and criminal background check.
  • The ability to work with vulnerable populations including adults and children.
  • Must pass a State and National (FBI) criminal history background check prior to employment.
PREFERRED QUALIFICATIONS
  • Experience in grant reporting through electronic handbooks.
  • Previous SAM registration (EHBs) experience.
  • Knowledge of the Nisqually Indian Tribe's history, customs, traditions, and ability to demonstrate cultural sensitivity.
  • Experience working with Federally Recognized Tribes.

  • Ability to successfully develop and submit grant proposals to public and private sources.
  • Knowledge of accounting, grant and budget principles, practices and processes.
  • Knowledge of the Nisqually community.
  • Knowledge of Native American customs, traditions, and culture.
  • Knowledge of standard administrative operating procedures.
  • Knowledge of routine office equipment, including computers.
  • Knowledge of Microsoft Office Suite and other common computer software.
  • Ability to use established procedures for working through challenges.
  • Ability to work effectively with internal and external stakeholders.
  • Ability to maintain confidentiality of patient records according to tribal and federal patient privacy of information legislation.
  • Ability to communicate effectively both orally and in writing.
