Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS. Responsibilities You will review and interpret guidance published by Congress, OMB, OSD, ASN FM and C, etc. to provide guidance for Headquarters and Regional Base Commanders worldwide. You will oversee budgetary issues with OPNAV, FMB, OSD, (CNIC N-codes/Program Directors, Comptroller) and Regional Comptrollers. You will possess thorough knowledge of the Planning, Programming, Budget, and Execution (PPBE) process. You will possess thorough knowledge of the Program Budget Information System (PBIS) and Command Financial Management System (CFMS), Standard Accounting, Budget and Reporting System (SABRS) and Navy Enterprise Resource Planning (ERP). You will oversee annual program budgets and execution for multiple appropriations for CNIC, i.e., OMN, OMNR, FHOPS, OPN and Disaster Supplemental/Overseas Contingency Operations. You will possess expert knowledge of Excel, PowerPoint and Word and have the ability to manipulate extensive spreadsheets using Excel Pivot Tables, subtotals, and other advanced features. You will independently plan, prepare, and present briefings and justification materials to Echelon I commands and senior leadership. You will develop program and deadline notational/actual schedules, anticipate problems and resolve before they escalate. You will effectively communicate orally, in writing and on TEAMS with one or many participants. You will conduct in-depth and complete analyses of all budgetary estimates and justifications including contingency and supplemental budgets as appropriate, recommends necessary revisions, and initiates decisions for review by the senior leadership. You will input and extract data as required. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching and analyzing concepts, principles, practices, laws and regulations for financial management systems; 2) Preparing for audits and financial inspections; providing recommendations on program requirements, analysis and guidance for financial projects; 3) Analyzing financial operations to make recommendations for improvement to program effectiveness and/or organizational productivity; 4) Developing, determining, and/or interpreting budgetary policies and practices; 5) Demonstrating experience using proper written and oral communication and strong technical skills to conduct training on financial software applications.
