Ensure that all functionalities and capabilities adhere strictly to federal hiring laws, regulations, guidelines, and uphold the highest standards of best practices. Perform work breakdown and write user stories to capture detailed requirements and acceptance criteria for USA Staffing features. Elicit and document detailed requirements from stakeholders, ensuring a clear understanding of their needs and expectations for USA Staffing features and capabilities. Serve as a key member of the Agile scrum team, participating in all scrum ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives. Facilitate effective communication and collaboration among team members, promoting a culture of continuous improvement and shared ownership of the product. Specialized Experience: GS-13: You qualify for the GS-13 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties: Identifying root problems or trends involving Human Resources Information Technology (HRIT) system through analyzing information (e.g., from business intelligence tools, help desk tickets, database queries, user feedback surveys, or provided by customers); AND Developing and implementing business process improvements by analyzing customer needs, goals, problems, or questions; AND Conducting functional and regression testing to validate system functionality and ensure compliance with federal hiring laws and best practices. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
