JRAD is seeking a Basic Contract Specialist to provide pre- and post-contract management support for Research and Development (R&D) assistance agreements and Other Transactions (OTs) for the Advanced Research Projects Agency for Health (ARPA-H).

Roles/Responsibilities:

This role requires foundational knowledge of Federal Acquisition Regulations (FAR) and experience managing contracts in support of innovative R&D initiatives.

Key Responsibilities:

Pre-Award Contract Support: Assist in drafting and developing R&D assistance agreements and OT contracts. Conduct initial market research to identify contracting opportunities. Prepare solicitation documents and evaluate proposals for compliance with requirements. Support contract negotiation activities. Post-Award Contract Management:

Monitor contract performance to ensure deliverables align with technical and programmatic objectives. Assist in managing modifications, extensions, and closeouts. Communicate with contractors and stakeholders to address issues and ensure compliance with contract terms. Track milestones and deliverables to maintain accurate records. Compliance and Risk Management:

Provide support in ensuring compliance with applicable FAR and OT guidelines. Assist in identifying risks and proposing mitigation strategies. Documentation and Reporting:

Prepare and maintain records of contract activities and performance metrics. Develop reports and presentations to provide stakeholders with contract updates. Required Skills and Education:

Bachelor's degree in any field. 5+ years of experience in Federal Acquisition Regulations (FAR), OTs, and R&D contracting. Strong knowledge of R&D contracting processes and OT authority. Excellent communication and analytical skills to manage complex contract requirements. Security Clearance:
