Advanced Contract Specialist

JRAD is seeking a highly experienced Advanced Contract Specialist to provide pre- and post- contract management support for Research and Development (R&D) assistance agreements and Other Transactions (OTs) for the Advanced Research Projects Agency for Health (ARPA-H).

Roles/Responsibilities:

This role requires a deep understanding of Federal Acquisition Regulations (FAR) and significant experience managing complex contracts in support of innovative R&D initiatives.

Key Responsibilities: Pre-Award Contract Support:

Assist in developing and drafting R&D assistance agreements and Other Transactions (OTs). Conduct market research to identify contracting opportunities and best practices. Prepare solicitation documents, evaluate proposals, and assist in the negotiation of terms and conditions. Ensure compliance with applicable regulations and policies during the pre-award process.

Post-Award Contract Management:

Monitor the performance of contracts, ensuring deliverables align with technical and programmatic goals. Manage modifications, extensions, and closeout activities for R&D agreements and OTs. Serve as a liaison between government program managers, contractors, and other stakeholders to resolve issues and maintain contract integrity. Ensure compliance with reporting requirements and assist in tracking financial and technical milestones.

Policy and Risk Management :

Provide expertise in Federal Acquisition Regulations (FAR) and Other Transactions (OT) authority to ensure adherence to contracting guidelines. Assess potential risks associated with agreements and recommend mitigation strategies.

Documentation and Reporting:

Prepare contract documentation and reports for internal and external stakeholders. Develop and maintain accurate records of contract activities and performance metrics. Support briefings and presentations related to contract status and performance.

Required Skills and Education:

Master's degree in any field. 12+ years of experience in Federal Acquisition Regulations (FAR), OTs, and R&D contracting. Strong knowledge of R&D contracting processes and OT authority. Excellent communication and analytical skills to manage complex contract requirements. Security Clearance:
