About the Office of the Assessor-Recorder-County Clerk (ARCC):
The Assessor-Recorder-County Clerk (ARCC) department oversees the valuation of taxable real and business personal property; recording and maintaining documents regarding property ownership, births, deaths and marriages; performing civil ceremonies; and processing marriage licenses, fictitious business names and other legal documents.
ABOUT THE POSITION
The Assessor-Recorder-County Clerk (ARCC) is recruiting for one vacancy in a three-year fixed term, fully benefitted Business Systems Analyst (BSA) assignment.
Working under the direction of the Chief of Assessment Systems, this Business System Analyst (BSA) will evaluate and identify ways to most effectively use existing systems and coordinate the implementation of new systems. They will research, coordinate, and execute complex business systems projects specific to the work of the Assessor-Recorder-County Clerk.
As part of this work, the BSA will evaluate project requirements, develop project plans and collaborate with ARCC management, ARCC employees, other County departments and technology vendors to execute project goals in a timely fashion.
This BSA will also: Analyze complex program data for accuracy and completeness. Test and validate system functionality and business processes. Prepare written recommendations about processes, data conversion strategies, and system integration, configuration, and implementation. Interact extensively with management, staff, vendors and other stakeholders. Research, organize, and communicate complex program information. Recommend and develop process improvements. Train end-users on processes, procedures, and system functionality. Develop manuals, job aids and documentation for current and new business processes and computer/software systems requirements. Participate directly in all stages of the RFP (Request for Proposal) process and contract management, including liaising with vendors. Work Location:
Work for this assignment is performed onsite at the Assessor-Recorder-County Clerk's Offices in San Rafael. Hybrid and telework schedules are not available for this position.
Fixed Term Positions: This is a three-year fixed term position.
However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position's funding ends or the work is completed. Employees in these positions are exempt from the County's policies regarding lay-off order and reduction-in-force rights. Fixed term positions are eligible for full County benefits.
