This position serves as support to the Assistant Finance Director/Treasurer and assists with collection, custody, and disbursement of City revenues within the Treasurer's office. Supervises daily operations of the Treasury Division. Major Duties
Manages the daily operations of the Treasurer's Office, aiding in the collection of City of Saginaw funds and conducting final reviews for the disbursement of City funds. Ensures the reconciliation of all daily transactions, from the receipt of funds to their posting in the general ledger. Performs banking transaction and verifies daily deposit totals when the Assistant Finance Director/Treasurer is unavailable. Supports the billing process for annual summer and winter property taxes as well as solid waste disposal bills; resolves citizen concerns regarding billing and collection matters. Deposits all received funds on a daily basis. Acts as the primary contact for external payment processors (e.g. Invoice Cloud, Digital Iris, Passport, Creditron). Manages the uploading and reconciliation of remote deposits. Import and post credit card payments to the City's financial system. Investigates and rectifies improperly applied payments across various accounts, including receivables, water bills, building permits, and business licenses. Prepares and distributes NSF check letters to customers and conducts reversals from customer accounts. Compiles tax files for mortgage companies and updates mortgage company codes in the tax database regularly. Handles incoming Treasury telephone calls and emails, assisting the general public when staff members are unavailable to address inquiries. Executes electronic fund transfers to the Automated Clearinghouse system as needed. Assists in implementing compliance programs for delinquent property taxpayers. Supports training initiatives, maintains data, and resolves software malfunctions in the Tax Billing, Cash Receipts, and Parking Tickets modules of any current City software. Aids in Board of Review adjustments, tax modifications, and adjusting journal entries within the computer system. Evaluates and updates divisional policies and procedures as necessary. Supervises the filing and record-keeping system pertaining to related transactions. Keeps abreast of changes in related legislation. Performs related work as directed. Job Requirements
Associate's degree required. Bachelor's degree preferred. Three to five years of experience in accounting and/or treasury roles required. Minimum of one (1) year of lead or supervisory experience. Experience in BS&A software, knowledge of property tax collections and/or Treasurer's experience highly preferred. Demonstrated ability to manage and account for substantial amounts of money. Knowledge of real and personal property tax laws, City Income Tax ordinances, collection experience, accounting principles, and the ability to interact effectively with the public are required. Willing and capacity to pursue certification as a Michigan Certified Professional Treasurer through the Michigan Municipal Treasurer's Association. Demonstrated ability to quickly learn and become proficient in different software applications and tools along with the capability to troubleshoot and resolve issues that may arise, ensuring minimal disruption to operations. Excellent written and verbal communication skills are a must. Ability to meet deadlines, multi-task, and perform well under pressure is essential. Possession and maintenance of a valid State of Michigan driver's license are required.

May occasionally lift and carry objects weighing up to 20 pounds, use hands and fingers, reach with hands and arms, keyboarding, talking, and hearing.
