This position performs difficult administrative work overseeing the day-to-day operations of the Police Support Services Division for the City of Saginaw Police Department, ensuring compliance with policies, procedures, and applicable laws. This role oversees personnel management, building maintenance, record retention and evidence disposal, while ensuring accurate crime reporting and compliance with audits. Major Duties
Manages day-to-day operations and personnel management of the police support services division of the City of Saginaw Police Department to ensure effective operations.
Property Room ensure proper handling, storage, and disposal of evidence is in compliance with policies and procedures. Property and Impound overseeing vehicle processing, distribution of uniforms and equipment, and proper disposal of firearms. LEIN section ensuring timely processing of law enforcement messages, vehicle, warrant, and missing person records, in accordance with applicable law while assisting with state audits. Records section, ensuring accurate storage and lawful dissemination of police report information. FOIA division, ensuring compliance with laws for processing public records requests. Support Services, ensuring accurate payroll and billing processes, timely processing of trainings, management videos, and monthly statistics are completed accurately and on time. Part-time clerical staff providing a variety of services
Oversees the administration and maintenance of critical departmental systems, software, and technology, including Premier One, License Plate Readers (LPR), Vigilant and Flock systems, WatchGuard in-car and body cameras, police department and interview room cameras, and various law enforcement databases and tools. Serves as a liaison with the Michigan State Police and ensures the proper functionality, security, and compliance of all systems. Ensures accurate reporting of Michigan Incident Crime Reporting (MICR) and Uniform Crime Reporting (UCR) statistics at the state and federal levels by monitoring case reports to verify correct coding and information entry for each incident. Oversees building maintenance and cleanliness, addressing any issues that arise to ensure a safe and functional environment. Directs and coordinates departmental record retention, purging, and destruction pursuant to the schedule under the General Orders, state, and federal process. Research case reports and court records for disposition for destruction of property and evidence. Responsible for the oversight of forfeiture activities, including an annual report to the Michigan State Police. Creates crime maps to detect spatial patterns in criminal activity and hot spots. Completes Key Point Indicators (KPI) for city manager's office for investigation, community policing officers, patrol, administration, and support services. Ensures false alarm billing is correct before rolled into special assessment. Designated as Local Agency Security Officer (LASO) for Law Enforcement Information Network (LEIN). Keeps up to date with changes and developments in all assigned areas of responsibility. Performs other duties and tasks as assigned. Graduation from an accredited college or university with an Associate's degree in Criminal Justice, Public Administration, Business Administration or closely related field. Three to Five years of progressively responsible experience performing a variety of administrative and/or supervisory tasks in an office, communications center, or a law enforcement environment. Minimum one year of experience in a supervisory role with the responsibility for the planning, organizing, and coordination of work. Ability to maintain confidentiality of sensitive information. Must be able to pass a thorough background investigation. Must have the ability to complete all required specialized training required for the position within six months of being placed in position. Must possess and maintain necessary certification as required by law to operate LEIN. Possess and maintain a valid Michigan driver's license. Strong verbal and written communication skills for interaction with diverse internal and external contacts. Proficiency in Microsoft Office and the ability to learn various law enforcement software and hardware applications. Excellent organizational skills, with the ability to manage competing priorities and meet strict deadlines. Must be willing to obtain certification with the International Association of Property and Evidence (IAPE) within 2 years of placement into this position. Strong organizational skills and demonstrated attention to detail.
