General Description: Provide leadership and supervision in the program of fiscal management. Serve as Chief Financial Officer of the Board of Education Length of Service:

260 Days

Qualifications:

Valid State of Ohio Treasurer's license and qualifications specified in A.C. 3301-5-01. Bachelor's degree or higher in accounting, school business management or related field from an accredited college or university. Obtains a board-approved treasurer's bond. Successful experience in financial management, as a school district Treasurer/CFO or a large size organization/company. Meets all mandated health requirements. Good overall health and attendance record. Knowledge of school administration, Ohio school finance, and Ohio School Law. Proficient in computer skills and knowledge of applications necessary to access timely and relevant information and be able to disseminate same. Keeps current with technology and other workplace innovations that support job functions. Experience with governmental fiscal operating procedures. Effective organizational, planning, and project management skills. Strong service orientation and integrity. Additional qualifications which the Board may specify. Physical/Other Requirements:

Attends all meetings, records proceedings, and is custodian of the official minutes and other records of the Board of Education. Gives necessary public notice of Board meetings and actions. Receives and maintains all official Board records and correspondence. Able to access classroom and office areas of District facilities. Strong communication and interpersonal skills. Able to present information to individuals, small groups and large groups in a clear and compelling manner. Able to work successfully with students, parents, teachers, administrators, and the community. Able to plan ahead, yet remain flexible enough to adapt to new situations or react to emergencies. Able to interact well with other people, but also able to work independently. Acts as the District's Public Records Request Officer Oversees the District's retention of records. Assists with advertising for bids, receives bids and opens bids for construction. Oversees the sale of bonds and/or issuance of notes. Knowledge of the CCIP, including but not limited to, Federal grants distribution and reconciliation.

Performance Responsibilities (Essential Functions):

Serve as the Chief Financial Officer of the District Receive, deposit, manage, disburse, and account for all Federal, State and local funds of the District in accordance with the Board's policies, administrative guidelines and Ohio law. Be responsible for the financial affairs of the District in accordance with the provisions of State law. Establish and maintain long-range fiscal plans and prepare the annual budget based on District resources and needs. Direct and assign employees who are directly engaged in the day-to-day fiscal operations of the District, as designated by the Board Provide that all District activities comply with the laws and regulations of the State, the negotiated agreements, policies of the Board, and the District's administrative guidelines. Analyze the effectiveness of District business and financial functions and recommend appropriate changes in program, staffing, or management strategies to meet established District goals. Work constructively with the Superintendent and District staff toward the achievement of District goals. Promote the efficient and effective use of District resources in the daily operations of the schools. Interpret the budget and the District's fiscal affairs to District staff and to interested members of the community to secure their input, involvement and support for school programs and initiatives. Maintain the highest standards of personal conduct, professional practice, administrative effectiveness and financial responsibility of the District. Perform other such duties as the Board may direct.

Serve as a role model for students and staff in how to conduct themselves as citizens and responsible human beings. Instill in students and staff the belief in and practice of ethical principals and democratic values. Perform other such duties as the Board may direct.

Additional Working Conditions: Frequent travel and/or evening/weekend work. Occasional exposure to blood, bodily fluids, and tissue. Occasional operation of a vehicle under inclement weather conditions. Occasional interaction among unruly children.
