The HFM BOCES Business Office is looking for a Deputy Treasurer. This is a non-represented, 35 hour, Monday-Friday position with full benefits.

This position involves the responsibility of assisting the Treasurer, BOCES with the management of various financial functions in accordance with established policies and procedures, with the primary focus being budget development, analysis and processing of financial transactions. The work is performed under the general supervision of the Treasurer, BOCES with leeway allowed for the use of independent judgment in carrying out the details of the work·. Does related work as required. TYPICAL WORK ACTIVITIES (Illustrative but not exhaustive): Maintains detailed accounting records and monitors all funds in accordance with established policies and procedures; Prepares general ledger journal entries and oversees the reconciliation of various financial accounts; Assists with the oversight of payroll accounting and various reports; Responsible for the annual audit of all accounts maintained or supervised by the Treasurer, BOCES; Conducts periodic audits of various funds to ensure compliance with general operating procedures; Issues receipts for all monies received and deposits all funds in a timely fashion; In the absence of the Treasurer, BOCES, transfers monies as required for payroll, interfund transfers and cash flows; Disburses monies upon receipt of a signed warrant or duly certified payroll or Board resolution;

Oversees the preparation of Warrant of Claims for all accounts including generation of warrants, entering of purchase order information, verifying expenditures and releasing checks for payment approved by the Board of Education;

Assists the Treasurer, BOCES in various aspects of annual budget development and BOCES aid reporting; Responsible for the investment of monies including portion of monies to be invested, length of investment and making sure all investments are fully guaranteed or insured; Assists in the preparation of a variety of reports in connection with financial accounting and statistical affairs

Job Qualifications

Thorough knowledge of modern accounting and auditing methods and procedures; Thorough knowledge of the laws, rules and regulations relative to expenditures and revenues; Good knowledge of financial administration including budgeting and reporting; Good knowledge of office terminology, procedures and equipment; Ability to prepare complex financial and statistical records, reports and statements; Ability to operate a personal computer and utilize common office software programs;

Ability to communicate effectively both verbally and in writing; A high degree of accuracy and attention to detail; Initiative;

This is a Civil Service position with the title of Deputy Treasurer that has a residency requirement; you must be a resident of Hamilton, Fulton or Montgomery County in order to be considered for this position with the following minimum qualifications:

Minimum qualifications for this position are : Graduation from high school, possession of a high school equivalency diploma, or a high school individual education plan diploma and either: ?

Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in accounting, business administration, or closely related field and one year of experience maintaining financial accounts and records; OR

Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in accounting, business administration, or closely related field and three years of experience maintaining financial accounts and records; OR

Five years of experience maintaining financial accounts and records;?OR

An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.

You will also be required to take the Deputy Treasurer exam, pass it and be reachable on the Fulton County civil service list once it is established in order for you to maintain your appointment.
