About the Position WHO WE ARE The Montgomery County Office of the Inspector General (OIG) is an independent agency created by the County Council in 1997. The Inspector General is charged with reviewing the effectiveness and efficiency of programs and operations within County government and independent County agencies, including Montgomery County Public Schools and the Board of Education. The Office conducts independent inspections, reviews, audits, and investigations with a goal of preventing, detecting, and deterring fraud, waste, and abuse in publicly funded activities. Through its work, the OIG proposes ways to increase the legal, fiscal, and ethical accountability of County government departments and County-funded agencies and improve the overall integrity of County government. WHO WE ARE LOOKING FOR The OIG is seeking candidates to fill the position of Chief of the OIG’s newly created Educational Oversight Division (Manager III). This Division will focus on providing transparency to Montgomery County Public Schools and identifying ways to increase the cost-effectiveness of managing the State’s largest school system. The Chief of the Educational Oversight Division reports to the Deputy Inspector General and is responsible for managing the staff and activities of the Division. What You’ll Be Doing Working in a collaborative and inclusive team environment, this position coordinates and supervises inspections and reviews of programs and activities at Montgomery County Public Schools; responds to and investigates complaints to the OIG fraud hotline; develops investigative strategies; applies relevant policies, procedures, and laws; directs the work of the Division to achieve optimal productivity, quality, consistency, timeliness, and accuracy of work; ensures reports are concise, thorough, and well-written through careful review and editing; and assists in the planning and implementation of the OIG’s mission-related functions. Responsibilities include but are not limited to: Facilitating the development, implementation, and performance of reviews, audits, inspections, and investigations in accordance with professional quality assurance standards and practices. Supervising a professional staff of inspectors, auditors, and investigators including setting priorities for their work, assessing performance strategies, delegating tasks, and monitoring workloads to manage a number of competing needs and to ensure efficient expenditure of resources. Analyzing and assessing the adequacy of internal controls, effectiveness, and efficiency of county-funded programs in compliance with relevant policies, processes, and procedures. Applying policies and procedures, laws, and administrative rules to facts and data gathered in investigations, inspections, audits, and reviews. Reviewing, writing, and editing reports to make certain they are objective, timely, sound in judgment, and based on factual findings. Conducting or assisting other members of the OIG with investigations, inspections, audits, or reviews when appropriate. Establishing and maintaining effective working relationships with administrators and managers, public employees, and the public. Representing the Inspector General on task forces, advisory bodies, or other groups that the Inspector General determines will assist in the performance of the office’s mission. Minimum Qualifications Experience: Five years of progressively responsible professional experience in conducting inspections, evaluations, reviews, audits, and investigations in a public sector environment. Education: Graduation from an accredited college or university with a Bachelor’s Degree.
