The New Rochelle Municipal Housing Authority (NRMHA) is seeking an experienced and visionary Executive Director to lead the organization in its mission to provide affordable housing and support services to low-income housing residents in New Rochelle.
Serving approximately 548 residents, the NRMHA comprises 100 public housing units, 203 LIHTC units and 605 Section 8 voucher holders.
Reporting to the Board of Commissioners, the Executive Director will have the opportunity to lead the housing authority into financial strength and security and provide oversight of all operations, compliance and development.
Key Responsibilities
- Executing all resolutions and orders of the Board of Commissioners and requirements of the United States Department of Housing and Urban Development (HUD), preparing and signing contracts, agreements, and other instruments, and organizing administrative and technical staff to carry out programs.
- Maintaining all contracts, agreements, documents, and records for the Housing Authority, making sure that implementation of all phases of operations are on schedule.
- Stays abreast of public housing matters through careful study of HUD regulations, law, ordinances, and publications related to public housing.
- Knowledge of HUD public and assisted housing programs, including Operating Subsidy, Capital Fund, asset management, RAD, and mixed-finance development.
- Robust understanding of affordable housing policies, including low-income housing and Section 8 program.
- Knowledge of the principles and practices of budgeting & fiscal management.
- Ability to analyze data and compose clear and concise reports.
- Establishing and maintaining effective working relationships with outside entities and community leaders.
- Ability to communicate effectively, both orally and in writing.
- Ability to implement an organizational structure that maximizes staff contribution to team.
- Ability to implement management controls, systems and business process changes.
Qualifications, Experience and Skills
The ideal candidate will be a strong leader with vision and integrity who will be able to secure and direct resources to meet the long-term goal of sustaining NRMHA performance.
Education
- A Bachelor’s degree in public administration, business administration, urban studies or related field.
- Public Housing Manager (PHM) certification is required. Qualified candidates may meet the PHM requirement by obtaining certification within six months of employment.
Experience
- Five years’ experience in public or private housing, public administration, non-profit administration or closely related field.
- No less than five (5) years of progressively responsible experience in public housing programs at a senior level.
- Experience in successfully managing/administrating (1) other types of subsidized housing programs and/or (2) other complex entities may be considered.
- Knowledge of local, state and federal regulations as they relate to housing.
- Certification as a Public Housing Manager or ability to obtain within one year of appointment.
- Excellent public relations and relationship-building skills.
