Job Description
The primary role of the Procurement Specialist is to maintain controls and ensure timeliness and quality of procured items. They are responsible for developing and implementing tracking systems and communicating status updates to internal stakeholders, leading strategic sourcing efforts, the issuance and tracking of bid documents, evaluation of proposals, administration of purchase orders (contracts) from cradle to grave, material and design submittal, and material management.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Purchasing • Interact with customer disciplines to develop and issue Vendor RFQ packages. Conduct vendor kickoff meetings. • Evaluate Services and Material Quotes and make purchase recommendations. • Issue Purchase, Work and Change Orders to Vendors. • Manage Warranty & Back Charge Issues as necessary. • Invoicing reconciliation. • Strategic supplier sourcing and partnership. • Administration of Purchase Orders. • Negotiation of Terms and Conditions with suppliers. • Expansion of Supplier's database for new strategic B2B relationship and partnership.
Expediting/Source Inspection • Coordinate with vendors per order requirements to ensure deliverables meet time and quality standards. • Liaison between vendors and NACC internal stakeholders, keep stakeholders apprised of schedule status, including potential changes. • Create and maintain Bill of Materials for each assigned project, to include heat numbers and proof of delivery. • Office and field expediting of orders including contacting and visiting vendors to ensure compliance with order specifications. • Provide status updates for project order progress and issue field visit reports. • Issue final shop material acceptance certificates. • Maintain vendor document submittals via Document Index Schedules and in-house review/approval requirements. • Maintain Material Tracking Reports and Material Test Report project databases. • Work with AP Invoice verification/authorization to create and keep materials cost control reports.
Logistics/Material Control • Responsible for the safe care, custody, and control of equipment/materials throughout loading, transport & storage. • Work with field Inspectors to identify/record damage, repairs, maintenance, shortages. • Manage required transportation documents & services to provide proof of delivery to client. • Assist Project Managers in activities for field need schedule requirements. • Provide material progress reporting and systematic tracking. • Issue final field material receipt acceptance certificates.
EDUCATION and/or EXPERIENCE • This position require a bachelor's degree and 4 or more years of expediting or quality control experience, preferably in the oil and gas/pipeline industry.
