Job Summary:

We are seeking an experienced IT Project Manager to join Avenu Insights & Analytics in Solano County, CA. This role encompasses a diverse range of responsibilities, including IT project management, governance, requirement gathering, vendor relationship management, business process modeling, and more. The position involves leading a multi-year enhancement program for Solano's Microsoft Dynamics 365 system, incorporating a proprietary accelerator and the establishment of an Identity Management System (IDS).

Please note that this position requires passing a California Law Enforcement Telecommunications System (CLETS) background check, and authorization to work in the United States (see below for specifics).

Duties and Responsibilities:

Project and Product Road Map:

Facilitate and develop an integrated multi-year roadmap, collaborating with stakeholders in county Health & Social Services and Information Technology departments.

Performance & Gap Assessments:

Conduct as-is Performance and Gap Assessments, integrating process improvement and performance findings into the Product/Project roadmap.

Requirements Gathering & Project Planning:

Conduct Technical and Business Requirement Gathering aligned with the roadmap.

Create Project Plan/Charter, Defined RACI, and oversee performance monitoring.

Vendor Contract & Relationship Management:

Collaborate with business and IT leads to develop vendor contracts (MSA, SOW, etc.).

Manage both vendor and business relationships, ensuring alignment with contractual standards.

Project Governance & Steering Committee:

Develop a project governance structure, establish controls, and define processes for the project lifecycle.

Coordinate and manage a project committee with key stakeholders across the county.

End-to-End Project Management:

Execute end-to-end project management lifecycle aligned with the Solano IT Delivery Framework.

Supervise project teams, ensuring stakeholder engagement, governance adherence, and successful project delivery.

Expertise and Skills:

Utilize expert-level knowledge in Waterfall, Scrum/Agile methodologies for project management.

Apply Vendor Relationship Management and Organizational Change Management best practices.

Demonstrate superior oral, written, and presentation skills, influencing and engaging stakeholders effectively.

Documentation and Communication:

Exhibit expert proficiency in documenting functional and non-functional requirements.

Translate business requirements into technical requirements independently.

Communicate project-related information effectively to stakeholders at all levels.

IT Governance and Deployment:

Implement IT Governance principles and techniques, aligning with frameworks, policies, and controls.

Develop IT system Deployment Plans and execute deployments in collaboration with the Tech Lead.

Education and Experience:

Project Management Professional (PMP), Project Management Institute Certification.

Disciplined Agile Scrum Master (DASM) Certification and/or PMI Agile Certified Practitioner (PMI-ACP)® Certification.

Information Technology Infrastructure Library (ITIL) methodology Certifications.

Business Process Management (BPM) certifications (e.g., Business Process Modeling & Notation, Certified Business Process Professional).

Organizational Change Management Certifications - Prosci Change Management Practitioner, Certified Change Management Professional™ (CCMP™), Change Management Specialist (CMS).

Knowledge, Skills and Abilities:

5+ years of experience in executing projects using various Project Management Methodologies (PMBOK, SCRUM/AGILE).

5+ years of experience in executing system implementations using various Software Development Methodologies (e.g., SDLC).

5+ years of experience managing medium-sized or larger projects, in a public sector IT organization.

Work Environment:

This position at the outset can be filled with a temporary remote working option. We expect staff to be able to maintain an on-site presence (when safe to reenter the workplace) so a local recruitment and/or commitment to relocate will be required. The remote working incentive will be offered allowing for an intermittent work schedule and is contingent upon work performance and business need.
