I. DESCRIPTION OF SERVICES

The Railroad Commission (RRC) of Texas

requires the services of one application MS SQL

Server Database Administrator (DBA), hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator, Level 2

, to support the agency system and services along with

the specifications outlined in this document for the

Railroad Commission of Texas .

Job Description• Provide Database maintenance and Infrastructure support of application databases in all Azure platform-based (including Azure DevOps & CI/CD Pipelines) environment (development, testing, training, and production). experience in setting up Azure DevOps repos, pipelines, boards to help development and migration teams.• Provide Network support for Azure, Application performance / health monitoring, Azure Capacity planning, Azure VPN troubleshooting, Azure VM maintenance and troubleshooting, Azure OS security patching and software updates, Azure automation management and improvements, IAM (Azure access management, and AD group Management & AD Administration.• Experience and understanding of Software Development Lifecycle

familiar with various automation tools for developing digital pipelines (CI/ CD pipelines)

Azure DevOps Preferred.• Provide technical leadership and guidance to the application teams for Infrastructure related activities. Collaborate with Linux/Oracle Support and Salesforce Systems teams to ensure the application is highly available and not impacting the RRC technical environment.• Responsible for overseeing activities related to network administration, server, database administration, and IT security areas.• Recognize problems, develop recommendations and solutions, and oversee correction within assigned specialty.• Responsible for capacity planning, service process design, performance analysis, and developing proactive resolution plans.• Defining customer DevSecOps frameworks for secure CI/CD (Continuous Integration/Continuous Delivery) of Infrastructure as Code (IaC) templates and scripts and enabling automations using Shell Scripts.• Prepare weekly status report decks and present project updates and progress to the team.• Oversee installs, configuration, upgrades, administration, monitoring, maintenance, and management of the IT infrastructure to support requirements in areas such as data retention, security, business continuity, disaster recovery planning/testing and information risk management.• Plan, coordinate, and manage the implementation of agency's server short-term and long-term strategy in areas such as capacity planning, upgrade paths and service levels.• Troubleshoot and support issues related to performance, security, and capabilities of Cloud-based solutions; Provides operational maintenance and monitoring of Cloud-based solutions with other Cloud or on-premises workloads; Accountable for monitoring, auditing, and reporting on Azure service usage, escalating issues, and providing reporting for leadership.• Work will involve highly advanced (senior level) database administration in support of the application and supporting infrastructure, Azure SQL Server Database 2016 or later, nd coordination of day-to-day database administration functions. This role also provides technical support within the Infrastructure and Operations Team responsible for administration, building and deployment of agency Microsoft Windows application server software.• Conduct performance monitoring/tuning activities and backup/recovery, as well as troubleshooting production support tickets related to application databases.• Perform routine database administration functions to include security administration support, performance monitoring, security monitoring, and maintenance.• Create and manage RRC's databases for development and testing and promote all application related database changes between the different environments.• Coordinate with state contracted data center vendors including Microsoft Azure.• Work is performed with considerable latitude for the use of initiative and independent judgment related to technical assignments. The Database Administrator position may also be assigned additional related essential tasks as required to maintain internal and contract-related deadlines.• Support production control processes, oversee and coordinate application operations, and work with the Network Administration, Customer Support and Application Development & Support teams to provide support necessary for day-to-day application operations.• pply expert knowledge and experience as an Application Database Administrator to support the integration needs of the Mainframe Transformation, Legacy, and Salesforce Teams.

II. TERMS OF SERVICE

Services are expected to start

11/01/2023

and are expected to complete by

8/31/2024 . Total estimated hours per Candidate shall not exceed

1600

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

III. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Railroad Commission of Texas . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM CST , excluding State holidays when the agency is closed. A consistent work schedule will be determined with input from selected candidates based on workload and assignments.

The primary work location(s) will be at '

Work from Home' . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Railroad Commission of Texas

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

Railroad Commission of Texas .

IV. OTHER SPECIAL REQUIREMENTS

The candidate or vendor should provide a desktop or laptop device for the candidate to connect work with RRC via GoToMyPC (or similar) and must have a device capable of handling this connection, including a headset as needed. Alternately, the RRC may provide a desktop or laptop device for connection to the RRC network in certain situations. The laptop must be returned to the RRC Help Desk upon candidate resignation or termination or the end of the purchase order/contract.

V. RIGHT TO AMEND OR WITHDRAW SOLICITATION
