Position OverviewQinetiQ U.S. seeks a Congressional Analyst responsible for tracking, analyzing, developing, and reviewing official agency briefings, policy memos, and correspondence on behalf of a federal law enforcement organization within the Department of Homeland Security. The primary workstreams include developing written products in coordination with programmatic and technical subject matter experts; researching and assessing the impact of policies and legislative activity; tracking and succinctly summarizing the impact of recent court rulings; and offering advisory support and strategic subject matter expertise.

Responsibilities

Provide high-level advisory and communications support on an array of activities from interpreting Congressional mandates and drafting testimony, to building presentations for senior executives and offering policy recommendations under quick deadlines.

Support agency program and policy requirements associated with Congressional authorization and appropriation processes.

Build and maintain collaborative and strategic relationships with a variety of subject matter experts and agency leadership.

Quickly analyze, interpret, and convey complex and technical mission-related policies, procedures, and programs using clear and succinct language.

Track and report the progress of both fluid and high-profile written tasks and sub-tasks, including issue papers, briefing memoranda, talking points, policy position papers, etc.

Identify, recommend, and implement strategic plans that meet the goals of executive leadership.

Adapt and excel in a dynamic environment with an eye for capturing short- and long-term strategic goals.

Identify opportunities to introduce QinetiQ solutions that address existing and anticipated client challenges.

Required QualificationsWhat You Bring to the Table:

Possess three to ten years of experience and a Bachelor’s degree, or two to eight years of work experience and a Master’s degree.

Previous experience in federal management consulting, homeland security, strategic communications, Congressional engagement, immigration policy, law, or a related field.

Demonstrated skills supporting a collaborative and positive team environment.

Strong organizational, interpersonal, verbal, and written communication skills with an acute attention to detail.

Strong ability to work independently while maintaining a curiosity for learning.

Ability to maintain a security clearance from the U.S. government.

Candidates will be required to provide a writing sample.

Experience tracking the legislative process, analyzing legislative text, and offering policy recommendations.
