Many of our current Web applications are over 10 years old, functioning with anoutdated codebase and needs an overhaul. This scope of work will procure a Senior Level ApplicationDeveloper Consultant to lead these modernization efforts. The consultant will provide the overall design,development, testing and implementation to modernize our public facing web applications into ourWSDOT Azure tenant. Scope of WorkBelow describes the scope of work to be provided by a Senior Level Web Applications DeveloperConsultant to support WSF with this effort.Technical Development and Implementation in general will include:• Lead technical discussions with WSF and HQ Staff.• Modernize and migrate our existing WSF Admin & Public Facing Web Applications (Such asbut not limited to, Customer Communications, Contracts, Real-Time Map, Schedules,WebAPIs, etc.) into the WSDOT Azure tenant.• Conduct formal and ad-hoc (as required) reviews of technical documents, correspondence,designs, and reports.• Work close with business staff to develop and define requirements• Assisting WSF in resolving any technical issues or disputes with building and deployingmodernized Web Applications.• Reviewing results of system testing, pilot implementations, and use case demonstrations toprovide any technical changes/additions as needed.• Document the new application processes in App Dev documentation repository. • Provide technical review of the new processes with the WSF App Dev team.• Provide technical support for the software deployments with the WSF App Dev team.• Work with WSF and HQ IT Staff to optimize system performance and providerecommendations and measurement methods for key performance indicators.• Provide technical recommendations and input based on lessons learned and best practicesfrom other web system deployments to help WSF anticipate issues, mitigate risk, and resolvediscrepancies.• Other technical activities as requested by WSF. 3.4 Work RequirementsThis position serves as a Senior-Level Web Applications Developer within the Ferries Division ofWSDOT with specialized knowledge, experience, and expertise in developing software applicationprojects in a fluid and dynamic environment. This position will be able to work independently or as amember of a WSDOT IT project team to:• Serve as our Lead Developer for our Public Web Apps Modernization• Serve as our technical subject matter expert in migrating our Public Web Apps into the WSDOTzure tenant• Must have a proven record of accomplishment working with C#.NET, JavaScript/jQuery,TypeScript, XML, JSON, and SQL, Visual Studio. Must have a wide breadth of mobiletechnologies experience including SDKs, UI, API, Object-Oriented Design, memorymanagement, file I/O, multithread, secure resources deploying applications.• Experience with ASP.NET MVC (Framework 4x or .NET 7+), Web APIs hosted in IIS on premnd Azure App Service in the cloud.• Experience working with Azure DevOps.• Migrating On-prem Web Applications to the MS Azure Cloud.• Experience working with ESRI.• Obtain an understanding of key business needs and work directly with end-users and businesscontacts to create effective solutions.• Elicit, understand, and document complex business processes and translate them into solutions.• Interact and consult with senior and mid-level managers of WSDOT business units, as well askey subject matter experts.• Exercise excellent communication skills for communicating various system issues and meetingthe customer's expectations.• Participate in workshops/training with business/applications owners and end-users.• Effectively manage time to assure commitments are met on time.Documentation of work to include:• Project Schedule• Requirements Document• Technical Design Plan Unit Tests• Conversion/Deployment Plan• Training Plan• Communication/Transition Plan• Risk Assessment• Other project related documentation as required by the IT Project Office Manager orProject/Development Lead 9 Skill set info • Minimum 6 years' experience in the last 10 years with C#.• Minimum 6 years' experience in the last 10 years with ASP.NET and/or ASP.NET MVCexperience.• Minimum 6 years' experience in the last 10 years with SQL Server 2008 or above writing storedprocedures and SQL scripts.• Minimum 5 years' experience in the last 8 years with Visual Studio 2015 and above.• Minimum 3 years' experience in the last 5 years Developing Applications for Azure Cloud• Minimum 3 years' experience in the last 5 years Configuring custom DevOps Pipelines for buildnd deployment• Minimum 3 years' experience in the last 5 years developing UI/UX using JavaScript/jQueryIt would be desirable for the contractor to have demonstrated skills and knowledge in thefollowing areas:• Minimum 3 years' experience in the last 6 years developing under OWASP security standards• Minimum 2 years' experience in the last 6 years with SQL Server Reporting Services (SSRS)• Minimum 2 years' experience in the last 5 years with APIs• Minimum 1 year experience in the last 3 years development for Azure SQL• Minimum 1 year experience in the last 3 years developing applications usingJSON/XML/Typescript 10 Education The Senior Level Application Developer must possess a Bachelor's degree in InformationTechnology/Computer Science or a minimum of 8 years of experience in InformationTechnology. 11 Certifications (if required) 12 Documentation Required for submission Right To Represent (RTR) Form needs to be filled by the candidate (Hand Written) 13 Work Hours 7:30 am to 4:30 pm Monday through Friday 14 15 Work authorization required US Citizen Only 16 Relocation is accepted Yes 17 Remote work No 18 dditional Notes if any
