LAND USE AND BUILDING PLANS EXAMINER (SR-19)

Reviews and processes complex plans and specifications for buildings and other structures for compliance with provisions of the Building, Housing and Zoning Codes and Ordinances; and performs other related duties as required.

Distinguishing Characteristics:

This class differs from that of Land Use and Building Plans Technician in that the Land Use and Building Plans Examiner is distinguished by its responsibility to review and process complex building plans which may involve commercial buildings more than 3 stories and construction costs of more than $100,000 for compliance with provisions of the building, housing and zoning codes and ordinances; whereas the Land Use and Building Plans Technician is responsible to review and process plans and specifications for moderately complex residential and commercial structures such as single-family dwellings and commercial buildings up to 3 stories and construction costs under $100,000 for compliance with provisions of the building, housing and zoning codes and ordinances.The following are examples of duties.

The omission of specific duty statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.Reviews complex building plans and specifications submitted by private architects, engineers and contractors for compliance with provisions of the Building and Zoning Codes.Checks plans and specifications to insure adherence to requirements such as type of use, location of building on property, height, bulk and size of structure and dimensions of floor area and open space areas such as yards, courts and off- street parking spaces and facilities.Provides information on requirements for yard, height, off-street parking and sign limitation under particular zoning districts.Provides information to the public on accessory, transitional and conditional land uses under particular zoning districts.Explains proper procedures involved in applying for such exceptional land uses and conducts preliminary studies necessary in processing such applications.Training and Experience:

A combination of education and experience substantially equivalent to graduation from high school and four years of experience in reviewing building plans and specifications for compliance with provisions of laws, codes and/or ordinances, two of which shall have involved the interpretation and application of the zoning ordinance.

License Requirement:

Possession of a Hawaii State driver's license (Type 3).

Knowledge of: laws, ordinances, rules and regulations pertaining to zoning and subdivision of land; the general plan, development plans and detailed land use maps; basic principles and practices of city planning; procedures involved in processing building permit applications for conditional uses, special permits, transitional uses and accessory uses under particular zoning districts.

Ability to: interpret and apply provisions of the Uniform Building Code and Zoning Code; read and understand complex building plans and specifications and review same for compliance with provisions of the zoning ordinance and other pertinent rules, regulations and policies; advise others in the proper interpretation of provisions of the zoning ordinance; explain laws rules, regulations and procedures involved in processing building permit applications; deal tactfully and effectively with the public.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
