City of Manitou Springs, COJob PostingJul. 1, 2024DESCRIPTION OF WORK:Under general direction, the Neighborhood Compliance Officer II enforces Municipal Codes within the City of Manitou Springs, issues citations, addresses violations, and ensures all code violations are effectively prosecuted. Inspects and enforces codes for abandoned and unregistered vehicles, vegetation control, signage, housing, zoning, property maintenance, building permits, environmental health, and business, rental, or vendor licenses.Investigate complaints that pertain to the municipal, zoning, subdivision, historic preservation, and housing codes; contact property owners, business owners, or other responsible parties regarding perceived code violations; issue courtesy notices, demand letters, cease and desist orders, citations, and summons.Enforce a variety of occupancy, public nuisance, zoning, and land use regulations for commercial and residential uses; conduct site inspections and assists the Planning Department with zoning code, development plans, permit issuance and design review compliance.Provide operational support to the Manitou Springs Police Department, Fire Department, and Finance department to enforce code and licensing requirements.Maintain a high degree of knowledge regarding codes to examine, research, analyze and evaluate land uses and counsel violators on solutions.Inspect homes, apartment buildings, businesses, vacant lots, and other properties to ensure compliance with housing standards, zoning, and environmental health codes, ordinances, and regulations; write detailed and accurate case reports in preparation for formal compliance actions or eventual prosecution.Collect and preserving evidence and appear in court to present evidence; prepare necessary correspondence regarding cases; interview complainants and witnesses; document and take photographs of perceived violations and file them.Facilitate compliance with applicable regional, state, and federal regulations through interagency cooperation, coordination, and comment.Maintain close communication with the Pikes Peak Regional Building Department (PPRBD) and provide regular updates to staff/City Council as to the activities of PPRBD within Manitou Springs; review and analyze building and sign permit applications for compliance with relevant codes.Develop and maintain informative statistical data, report to other staff, City Council, or the public as appropriate.Enforce the Manitou Springs Subdivision Ordinance relative to subdivision of land in conformance with statutory provisions.Enforce compliance with Manitou Springs Stormwater Management provisions in conformance with statutory provisions; locates graffiti and removes as needed.Attend evening City Council, Planning Commission and/or Historic Preservation Commission meetings as needed.Provide interdepartmental assistance to the Manitou Springs Fire Department and Finance Department as needed to ensure enforcement of the International Fire Code and municipal Business License requirements.Create a positive public image of the city through constructive interactions with residents and visitors alike.Perform all other work as needed or assigned.KNOWLEDGE AND SKILLS:

Possession of a valid Colorado driver license.Must be 21 years of age.Must be able to accommodate occasional night or weekend work.Ability to read, interpret and explain city codes and site plans, maps, and work plans.Ability to communicate clearly and concisely, orally and in writing.Ability to prepare sketches and drawings.Ability to constantly provide excellent customer service.Ability to read, interpret, comprehend, and apply both universal uniform codes as they apply to local issues as well as several city-specific building and housing codes, building plans, zoning and occupancy limitations, departmental rules and policies, instructions, statutes, ordinances, regulations, and literature.Ability to operate a handheld radio and mobile vehicle radio.Proficiency with a general office machines, computers, and software programs such as Word, Excel, and preferably electronic work order tracking applications (e.g., Mobile311).General knowledge of office, records management, and office correspondence.Ability to analyze situations and adopt an effective and reasonable course of action giving due regard to the regulations and circumstances of each situation independently and critically.Must have the ability to establish and maintain effective working relationships with fellow officers.
