Overview:

This role will be actively involved with the management, preparation, coordination and delivery of rate recovery and other related filings with the Federal Energy Regulatory Commission (FERC) filings and other regulatory bodies for our client’s electrical transmission facilities. The individual will be the face of the company and lead the filing process at FERC. The individual will be not only responsible for the preparation of filings, but also lead strategic decision making and resources for FERC and Texas PUC filings across our client’s electrical transmission platform. Primary activities include preparation and coordinating the processing of filings in an efficient, timely, and accurate manner and providing subject matter expertise in regulatory strategy and analysis.

Role:

Provide strategic guidance and support to management regarding FERC and Texas PUC regulated rate filings.

Dynamic Individual who can publicly represent the company in the FERC rate filing process

Manage, prepare and submit tariffs to regulatory agencies for approval and distribute tariffs to external customers. Coordinate review (including inside/outside counsel and other internal departments) and research in preparation of tariffs and other filings;

Facilitate the preparation and management of quarterly and annual regulatory reports, including FERC Form 1, for multiple of our client’s companies. Maintain regulatory reporting calendars and ensure all filings are complete for federal and state regulatory agencies.

Support all companies with cost-of-service ratemaking, regulations, and tariff analysis and computation.

Coordinate response to stakeholder inquiries regarding rates and participate in rate settlement discussions.

Submit and assist in implementation of new rates and new billing programs as needed as well as maintain the tariff index and tariff subscriber list for all companies.

Keep abreast of tariff and cost-of-service regulatory requirements that impact the company, including research and reviewing orders issued by FERC and various regulatory jurisdictions.

Research, coordinate, and prepare detailed regulatory analysis/forecasts for existing assets and companies as well as potential acquisitions and other special projects at management’s request.

Work closely with key representatives from Accounting, Operations, Engineering, and Legal to gather data for reports and filings, including limited travel as necessary.

Maintain relationships with industry peers to stay abreast of new regulatory issues.

Qualifications:

Bachelor’s degree required with industry experience with finance and accounting. Advanced degree a plus.

Minimum of Five to Ten years of FERC cost-of-service rate experience.

Working knowledge of FERC Uniform System of Accounts and FERC reporting requirements (rate filings and FERC Form 1).

Demonstrated knowledge of regulatory environments including utility cost-of-service ratemaking principles, tariff filing requirements and FERC rate regulations.

Strong Microsoft Excel skills and general business systems knowledge

Knowledge of fixed asset accounting is beneficial

Strong work ethic and well organized with goal to complete assignments on time.

Analytical and reasoning abilities, with strong numeric skills and quantitative acumen.

Exceptional interpersonal skills, with the ability to work well with others.

Strong written and verbal communication skills.

Ability to interface with different levels and functions of the organization as well as regulatory bodies.
