Posted Friday, February 23, 2024 at 5:00 AM Summary The primary purpose of this position is to direct all facets of business at HACP-operated sites. The incumbent will manage property management employees, including Assistant Site Manager, ensure that all procedures and units are compliant with HUD, state, local, and HACP regulations, and enforce leasing agreements and timely rent payments by residents. This position requires attendance at evening meetings, as well as the ability to be on call in case of on-site emergency. All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives. Essential Duties and Responsibilities The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed. Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline. Maintains a thorough knowledge and understanding of: HACP housing policies and procedures, site-based administrative processes, site-based accounting practices, all legal processes in which a property may be involved, all HACP forms and document requirements, labor contracts and HR policies, local market for low-income housing, and sound business practices of real estate rental industry, including marketing techniques. Manages, monitors and evaluates HACP properties staff, including professional property management staff and clerical and maintenance front line service providers. Develops and manages budgets and business plans; establishes goals and objectives, evaluates performance, identifies deficiencies and missed targets / timelines, enacts adjustments as needed to positively impact performance. Performs necessary rent collection activities; reduces rent delinquency rate and takes corrective legal action where necessary. Shows units to eligible housing applicants; conducts lease orientation and signing. Enforces lease parameters; develops and maintains documentation of “for cause” eviction activities as necessary. Ensures completion of annual rent re-certifications, annual unit inspections, and housekeeping inspections. Conducts regular site inspections and provide written reports of activities and findings. Ensures timely completion and documentation of all maintenance activities and work orders. Assists Facilities Services staff in the vacant unit turnaround process, including prioritization of units, assignment of resources, and communications on unit status with other departments. Maintains good resident communications and relations, including regular meetings with resident leadership. Assists the Asset Manager in conducting quality control and reviews of operations to ensure compliance with HACP policies and procedures and HUD regulations and programs. Gathers data, analyzes information, and prepares monthly reports of key indicators. Performs other duties as assigned. Education and/or Experience Bachelor’s Degree
in business administration, public administration, real estate, or related from an accredited college or university supplemented by five (5) years’ experience in public housing or real estate, including prior supervisory experience or an equivalent combination of training and experience is required. Must be able to obtain a Certified Public Housing Manager certification during probationary period.
Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan. Technical Skills To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. To perform this job successfully, the employee is frequently required to travel to various Authority properties. Daily movements include sitting; standing; reaching and grasping; operating computers and other office equipment; moving about the properties; and attending onsite meetings and offsite meetings. The employee must be able to exchange information in person, in writing, and via telephone. The employee must occasionally transport up to 25 pounds. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
