Responsible to the VP of Children and Family Services or if a program is a Delegate Agency, then responsible to the approved Agency Board of Directors. Collaborate with the VP of Children and Family Services for program compliance.

SUMMARY STATEMENT OF PRIMARY FUNCTIONS: Accountable for the daily operation and compliance of site operations. Provide positive and effective leadership in implementing the program goals and objectives to ensure positive outcomes for children and families. Manage all aspects of the operation for all children and family services programs at the local site including Program Design and Management, Child Development and Health Services, and Family and Community Partnerships. Provide supervision, coordination, guidance, program operations, local planning and development related to strategic planning, parental/staff education and development, community networking ensuring funded enrollment, and maintaining the general safety of the site. Early Childhood Directors are responsible for the implementation as outlined in the contractual agreement with PLCCA. Early Childhood Directors are responsible for connecting systems and services through effective ongoing collaboration with grantee managers/coordinators and local site team members. Display belief through verbal and written communication in implementing the mission and vision of the Children and Family Services of PLCCA. PRINCIPLE DUTIES AND RESPONSIBILITIES:

1. Supervise local program staff to ensure the implementation of their job functions. 2. Network and represent Head Start/Early Head Start on community committees, organizations and businesses. 3. Ensure adult literacy to parents. 4. Manage the Transition Plan of children entering Head Start (Early Head Start) and Public School System (5 to 8 Years)-(0-3 years). 5. Manage the Promis data collections, to meet internal and external needs of the program. 6. Oversee the operations of the center Parent/Policy Committee in accordance with the Head Start Performance Standards, Program Governance Section to ensure parent participation and responsibility in the decision-making process. 7. Manage the Annual Self-Assessment Process at the local site. 8. Direct and oversee the implementation of all policies and procedures to ensure positive outcomes to children and families. 9. Obtain and review all required licenses and ensure that the process allows for effective and timely receipt of DCFS licenses. 10. Ensure the provision of Head Start Transportation services and maintain the transportation route sheets for the respective site. 11. Direct and oversee the implementation of the agencies Service Plans, Strategic Plan and local addendums to the Service Plans. 12. Monitor and evaluate staff to ensure performance measures are obtained. 13. Obtain and maintain funded enrollment and a minimum of 85 % attendance. 14. Meet all timelines/deadlines for all required and requested reports. 15. Attendance of all training and meetings and ensures that program staff attend all training/meetings. 16. Develop and implement a communication system at the site to ensure all information from meetings and training is shared with local staff. 17. Schedule regular staff meetings and maintain all supporting documentation. 18. Provide professional development support to local staff and identify new training needs. 19. Ensure effective oral and written communication with staff, parents, and community partners. 20. Participate in the monitoring system designed for PLCCA Early/Head Start. 21. Must demonstrate belief in the CEDA mission and Children's Services vision in all verbal and written communication. 22. Meet all timelines and reporting requirements. 23. Receive and maintain Children's Services Certification annually. 24. Ensures that the usage of agency technology, equipment, and time are utilized for agency business 25. Other duties as assigned.

FISCAL FUNCTIONS:

1. Manage purchase request systems, including invoices, staff reimbursement requests, check requests, petty cash, copayments, and other fiscal reporting for the site. 2. Manage Parent Activity Accounts. 3. Oversee the preparation and submission of monthly USDA reimbursement requests. 4. Monitor petty cash fund and Parent Committee Accounts 5. Ensure that required in kind is obtained and Submit In-Kind Contributions monthly report to the Children's Services Division as described in the reporting system. 6. Manage local site budgets.

PERSONNEL ADMINISTRATION:

1. Oversee the selection process of staff. 2. Implement a Training Plan for staff. 3. Directly supervise and evaluate the performance of all staff. 4. Implementation of Agency Communication System. 5. Implement Record-Keeping System.

QUALIFICATIONS:

A Bachelor's Degree in Early Education or/Elementary Education with an Early Childhood Minor. A Bachelor's Degree in another field with at least 18 semester hours or 30 quarter hrs. in courses directly related to child care or Child development from birth to age six. A minimum of 2 years of experience in a successful Child Development Program in a supervisory capacity. Have on file a routine physical examination according to Licensing Requirements. Ability to work proactively and cooperatively with staff, both locally and at the Grantee level. Possess administrative, organizational, and time management skills. Ability to be flexible. Knowledge of the Head Start Program and Performance Standards and DCFS regulations. SALARY: $60,000-$65,000 Annually
