$126,196/yr. - $174,271/yr. (depending on experience)Applicants must be currently authorized to work in the United States on a full-time basis. The employer will not sponsor applicants for work visas.Under the supervision of the Vice Chancellor of Finance and Operations, the Executive Director of Budget and Financial Forecasting will be responsible for ensuring the Business Offices on each campus provide excellent customer service to internal and external customers. This position will lead the districtwide budget process as well as the budget development for Siegal Center and District Wide Services. This position will manage the integration of budgets from 5 operating units into one comprehensive budget that will be presented in a variety of reports comparing budgets to actuals and to forecasted results. As such, if you are selected for an interview, please be prepared to hold your interview virtually.What you will be working on:Provides direction to a team of Finance professionals and leadership throughout the organization on overall planning, monitoring, evaluating, and reporting of the district’s current and projected financial performance.Collaborates with various District and Campus Administrators as well as staff to develop and implement actions to resolve issues and result in improved operational performance, often through project-based implementation.Develops and manages financial analysis procedures. Identifying, and prioritizing recommended actions to maintain metric-driven financial models as well as implementing action plans and business models, using forecasting and analysis tools (i.e., cost/benefit, trend modeling, variance analysis, etc.), and advising Executive leadership on the financial direction of various projects based on the results achieved from data analysis and financial models.Prepares reports to communicate financial information to a variety of internal and external audiences.Leads strategic business decisions, often working cross-functionally to incorporate initiatives into the District and Colleges.Develops, oversees, and executes projects from conception through implementation and close-out, including developing and managing project schedules, resource planning, defining scope, project budget, project risks, communication plans, and collaboration with stakeholders, functional leads and technical teams on cross-departmental initiatives extending into community coordination, as project dictates.Employs knowledge of strategic planning process, resources allocation, process improvements, leadership techniques, production methods and the coordination of people to ensure successful functioning of District and College organizational practices and systems to achieve equitable utilization of District and College personnel, funds, materials, facilities, and time.Develops tools and systems to monitor, evaluate and improve the effectiveness and efficiency of processes at College and District Business OfficesPlans and conducts necessary meetings related to special project assignments.Receives, distributes, and replies to special assignment communications with key stakeholders on project status. This may include, but not limited to presenting and interpret reports to the Chancellor, Presidents, Cabinets, management, community, and other officials, as assigned.Supervises assigned staff including but not limited to: make hiring recommendations and decisions; establish clear performance goals, objectives, and metrics; provide timely and effective performance feedback; develop employees through coaching, and mentoring; commend and discipline employees as needed; approve leaves and overtime; provide for and encourage participation in professional development opportunities; create high-performing teams; motivate employees to be high performers; establish and maintain a work environment that is psychologically healthy, equitable, and trusting.Illustrates effective verbal and written communication skills with an adaptable communication style to suit different audiences.Develops accurate written materials.Interacts with executive leadership teams on a regular basis; serve as a resource for guidance on projects, tasks and/or resolution of issues.Uses solution-oriented problem-solving skills to revise policies, procedures, guidelines, and standards for maintaining and enhancing best practices in finance and operations including developing and maintaining standard operating procedures (SOP) manual(s) which result in strong, collaborative business practices, policies, procedures, and compliance.Exemplifies high standards for professionalism, getting things done, trust, accountability, and integrity.Maintain and update knowledge and skills necessary for success in the position by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in local, regional, or national professional associations; attend conferences, seminars, and other meetings; keep abreast of developments in the field and provide information to division staff regarding related trends.Interprets and applies District and governmental policies and regulations.Establishes, carries out, and completes projects, at the direction of the Vice Chancellor of Finance and Administration.Answers HelpDesk tickets as assigned.What you bring as a candidate:

(Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience)Baccalaureate degree in Business Administration, Accounting, or Finance or related area or equivalent combination of education and experience.Minimum of 5 years of experience providing progressive leadership and experience in high-level administrative role within a large, complex environment.Demonstrated experience in financial forecasting and the development of and use of sophisticated tools and financial models to monitor funds, assess and manage risk, make projections and design financial and management reports.Demonstrated experience managing a process and team in complex budgeting, financial reporting, analysis using data from a wide variety of sources, fund management and presenting financial information in appropriate and understandable formats.Demonstrated fund accounting experience. The ability to establish internal controls, manage accounting information, apply Generally Accepted Accounting Principles (GAAP), federal and state regulatory compliance in financial management, accounting, personnel/payroll, and resource planning/risk management with fund accounting and as well as techniques for budgeting and financial reporting.Demonstrated experience developing and managing Chart of Accounts.Demonstrated experience independently conducting, developing, and making strategic recommendations in writing and verbally, in response to complex problems and issues as well as the implementation of process improvement to systems both using theoretical and practical research, using analytical, problem-solving and management skills.Demonstrated supervisory experience and skills in personnel management including effectively recruiting, training, development, work assignment, team building, conducting performance evaluations, corrective/disciplinary action, conflict resolution and build and effective service-oriented team environment.Demonstrated attention to detail.Demonstrated organizational skills to plan, coordinate, and set priorities, multi-task and adapt to changing priorities on multiple projects.Demonstrated interpersonal communication and problem-solving skills to clearly and effectively articulate goals and objectives to a diverse audience, working effectively across organizations with staff at all levels regarding processes, procedures and policy decisions; secure and or provide clarifying information, anticipate and resolve problems and handle associated issues in a professional manner.Demonstrated knowledge and understanding of automated and online accounting and payroll/personnel systems.Demonstrated advanced knowledge of Excel.Demonstrated strategic planning, analytical, and program evaluation skills to effectively manage financial operations with significant budgets and provide sound financial recommendations to leadership and staff.Physical Requirements:The positionTypically works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties.
