Business Management Associates (BMA) is seeking a Human Resources Specialist (Classification) who has knowledge and experience in classifying positions in accordance with OPM or agency standards for mission-critical occupations (MCOs). Develop and evaluate/certify position responsibilities for all position actions. Apply classification standards and supplemental guidance to determine title, series, and band.
RESPONSIBILITIES & DUTIES:
Complete evaluations and recommend final classification decisions in accordance with the agency Point Factor Evaluation System utilizing OPM standards for reference as appropriate for mission-critical occupations (MCOs). Develop and evaluate/certify position responsibilities for all position actions. Apply classification standards and supplemental guidance to determine title, series and grade.
Write and develop statements of difference, recertify position descriptions, conduct desk audits, review accretion of duties requests and complete position reviews and prepare findings for classification decisions.
Conduct audits and prepare written evaluation statements. Interpret and explain classification criteria, and prepare and/or present advisory opinions on the classification of positions. Provide advice and assistance with classification appeal procedures and assure that appeal packages are in compliance.
Plan and conduct or research and gather information in support of position classification and position management studies to identify long- and short-range personnel needs.
Assist with planning and implementing reorganizations. Advise on organization structures, classification changes, position/employee impact and related actions.
Prepare functional organizational statements to consolidate into a manual to identify key functions and mission focus for offices and regions in the agency.
Assist in organizing and updating agency PD library to include information about periodic position reviews and results. Recommend design changes to agency PD library management system.
Perform job analyses and develop assessment tools in conjunction with supervisors or subject matter experts (SMEs).
QUALIFICATIONS & REQUIREMENTS:
Knowledge of Federal Classification and Position Management laws, regulations and policies.
Knowledge and skill in applying the full range of position classification and position management principles, concepts, practices, and techniques sufficient to: advise managers at a complex FIRREA organization with special salary rates and classification policies and standards in developing position descriptions and making classification decision recommendations.
Skill in making fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels/pay bands to positions.
Skill in providing management with insight in establishing organizational structures that are efficient, cost effective, support desired pay grade levels, and facilitate career development.
Demonstrated oral and written communication skills to articulate grade and pay band distinctions to management with supporting criteria and justification.
Knowledge and ability to relate position classification to the management process and other HR programs.
EDUCATION & EXPERIENCE:
Bachelor's degree required and five (5) years of related federal capital/human resources experience and five (5) years' experience in federal classification.
