Assistant Director of Water and Sewer

This position Assist with the functions of the management of the Water & Sewer Department Including all aspects and operations of drinking water and sanitary sewer. Work involves planning, directing and supervising personnel, ensuring the timely and efficient completion of projects under the direction of the Director. The Assistant Water & Sewer Director is also responsible for

assisting with determining major Department policies, planning long-term programs, and making strategic and, at times, difficult administrative decisions under the direction of the Director.

Work is performed under the general supervision of the Director of Water and Sewer.

Assist the Director with plans, directs, and supervises City Water & Sewer employees engaged in water filtration and distribution, collection and disposal of sanitary sewer waste, engineering activities, and maintenance as related to all aspects of the water & sewer industry;Assist the Director with schedules, assigns, inspects, and evaluates work; instructs and trains in correct methods and procedures; monitors work on a daily basis; reviews and evaluates employee performance;Ensures that work is performed in compliance with state laws, permits and regulations;Conducts regular inspections of the City’s water & sewer infrastructure and plans and schedules needed repairs, upgrades, and/or maintenance, manages Capital Improvement Program;Assist the Director by inspecting work in-progress and ensures the timely and efficient completion of assigned

Water & Sewer projects, conducts re-inspections to ensure proper completion of repairs and maintenance; coordinates activities with other departments and agencies;Assist the Director by developing and implements work schedules, methods, practices, policies and procedures to enhance the operation of the department;Ensures employees comply with City and departmental policies, procedures, and safety rules; provides safety training to employees; ensures Water & Sewer buildings are clean, organized, and in workable order;Is on call for emergencies; supervises and conducts street clean up efforts after accidents/storms, or other emergencies;Receives, reviews and investigates citizen complaints/requests; meets with citizens to inspect and/or discuss problems; resolves complaints/requests and schedules needed repairs, construction, or maintenance related to Water & Sewer;Prepares and submits annual departmental operating budget to

the Director for the City Manager based on analysis of projected needs and resources; reviews, approves and monitors expenditures within approved budget;Serves as assistant final purchasing agent for the department, including preparing all specifications for equipment and materials used by the department;Interviews applicants for Department positions; reviews and appropriately acts on various personnel actions including hiring, promoting and disciplining;Operates City vehicles in the performance of duties;Regularly attends scheduled meetings of the City Council and other necessary meetings: provides information and recommendations to the Mayor and Council through the City Manager and suggests specific developmental code revisions when deemed in the best interest of the City.Performs other related duties as assigned.Bachelor’s degree in Civil Engineering or related field; Master’s Degree preferred and P.E. Certification required; minimum of twelve (12) years of increasingly responsible experience in Water & Sewer, including at least five (5) years of supervisory and management experience; Georgia Soil and Water Conservation Commission (GSWCC) Level 1B Certification required; possession of a valid State of Georgia driver’s license and a satisfactory motor vehicle record (MVR); equivalent combination of education and experience.Knowledge of management concepts, principles, and practices of civil engineering and Water & Sewer administration;Knowledge of modern methods, techniques, and equipment as applied to the design, construction, repair, and maintenance of Water & Sewer;Knowledge of City and departmental policies and procedures;Knowledge of supervisory practices;Knowledge of the geography of the City;Knowledge of safety procedures in Water & Sewer operations;Knowledge of State and Federal environmental policies and regulations;Skills in understanding and interpreting design drawings, construction specifications, and contract documents;Skills in planning, directing, and supervising the work of subordinate personnel;Ability to be available for emergency calls on a 24-hour basis;Ability to prepare and maintain accurate reports and records;Ability to communicate clearly and effectively, both orally and in writing;Ability to establish and maintain effective working relationships with Federal, State, and City agencies, City employees, City officials and the general public;Ability to work in a variety of extreme weather conditions;Ability to participate in the development of long-term plans and programs related to the City and the Water & Sewer Department.

Supervisory Controls:Work is performed under the general supervision of the Water and Sewer Director.

Guidelines :Guidelines include City and departmental policies and procedures, City codes and ordinances, policies and procedures regarding safe operation of vehicles and equipment, Federal and State guidelines and regulations, environmental rules and regulations, and departmental budget.

The guidelines are clear and specific, requiring only moderate interpretation.

Complexity:The work consists of a variety of highly technical, administrative and supervisory duties.

Scope and Effect:The purpose of this position is to assist with planning, organization and coordinate the daily operations of the Water & Sewer Department.

Personal Contacts:Contacts are typically with elected officials, co-workers, developers, vendors, engineers, regulatory officials, and the general public.

Purpose of Contacts :Contacts are typically to give and exchange information, provide services, resolve conflicts and solve problems.

Physical Demands:This position requires routine sitting ,

walking and standing.

The position requires lifting up to 50 pounds, climbing, crouching, kneeling and pulling.

Work Environment:The work is typically performed in an office. However, due to the nature of the organization and the on-site supervisory and inspection duties performed, considerable time is spent outdoors. Also, during occasional emergency situations, the incumbent may be exposed to extreme weather and working conditions.
