The City of Reidsville, North Carolina is seeking well-qualified candidates for the newly created position of Assistant Director of Public Works. This position is responsible for the planning, management, oversight, and daily operations of all aspects of the City of Reidsville’s public utilities divisions. This includes water treatment and distribution, sewer collection and treatment, meter reading and repair, and plant maintenance; provides supporting data to justify expenses; approves all purchases of supplies and equipment for all public utilities divisions.

Performs complex supervisory and administrative work in planning, organizing, directing, and supervising the public utilities departments for the City of Reidsville. This position is a key role in the City of Reidsville’s Public Works Department, overseeing the efforts of several major public utilities’ divisions, including Water Distribution, Sewer Collection, Water Treatment Plant, Wastewater Treatment Plant, Meter, and Plants Maintenance.

This position supports the Public Works Director with major project management, strategic planning, and supporting the Department in the Director’s absence. This position develops and manages annual budgets in excess of $7.5 million. The Assistant Director of Public Works sets priorities for the divisions, plans, designs, and directs major projects, inspects work of subordinates, provides technical direction, and is responsible for procuring materials and services necessary.

This position reports directly to the Director of Public Works. This position has four direct reports as subordinates. Within all the divisions supervised, this position is responsible for approximately 35 full-time employees with a wide variety of knowledge, skills, and abilities.

Job Duties

An employee in this class plans, coordinates, supervises, and schedules personnel to ensure that the major responsibilities of the Department regarding safe and well-maintained water supply and sewer disposal systems are accomplished. This position also coordinates the operations of both the water treatment plant and the wastewater treatment plant, plus plant maintenance.

Human Resources Management : time and attendance; performance evaluations; employee coaching, development, and disciplinary action; recruitment, hiring, and retention of staff; coordinates seasonal work and schedules crews accordingly to the season and work requirements to deal successfully with emergencies involving utilities.

Contract Management : work involves considerable planning and scheduling of activities and contact with participants; requires judgmental discretion in the application and interpretation of programs, and procedures.

Project Management : the complexity of work is in setting priorities, planning, designing directing activities, inspecting work, giving technical directions, and supervising the crews. Both plants are currently in the early stages of major projects: installation of an entire plant generator project at the water plant, and the installation of a new headworks system at the wastewater treatment plant, along with the upgrade to BNR (biological nutrient removal) plant. The City of Reidsville is also undertaking a significant redundant water line project of approximately 13,000 linear feet. This position will be essential in ensuring these projects remain on time and on budget.

Work subjects the employee to inside and outside environmental conditions, extreme temperatures, and normal hazards associated with the operation of equipment, and working with sewage. Working with injuries, special populations, or administering first aid causes employees to be exposed to potentially infectious bodily fluids and therefore subject them to the OSHA requirements on bloodborne pathogens.

Work is performed under the supervision of the Director of Public Works and is evaluated in terms of program effectiveness, by monitoring the program expenditures, and through discussions surrounding public acceptance. This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA).

Plans, organizes, directs, and supervises employees within Public Works to ensure safe and well-maintained water supply, and sewer disposal systems. Determine work procedures, prepare work schedules and expedite workflow. Provides training to ensure a safe work environment. Interprets policy, provides information, and provides solutions to the problems. Responds to public and other inquiries relative to department policies and procedures. Notifies residents of policy and code violations, public safety issues, and offers solutions. Inspects various land use developments, construction sites, or public utilities facilities. Counsels and advises employees with problems; interviews new employees; completes and conducts employee’s performance evaluations; approves requests for vacation and sick leave; handles employee discipline and makes recommendations to Public Works Director for terminations. Performs administrative and office work; writes and awards contracts; maintains permits; orders equipment and supplies; coordinates safety and occupational training. Plans, schedules, and supervises activities, facilities, supplies, and equipment. Manages program budgets and submits annual program and budgetary needs in conjunction with the overall departmental budgetary process. Develops operation and capital budgets. Makes policy decisions for all public utilities divisions; provides supporting data to justify expenses; approves all purchases of supplies and equipment for all public utilities divisions. Performs related duties as required.

Required Qualifications

KNOWLEDGE, SKILLS, AND ABILITIESConsiderable knowledge of principles, practices, and aspects of water and sewer line maintenance installation, water and sewer plant operations and maintenance. This includes knowledge of pipe installation, grading, erosion control, electric, mechanical, and pumping. Thorough knowledge of governmental budgeting, personnel management, and purchasing practices. General knowledge of the principles and practices, laws, and regulations relating to supervised functions. Knowledge of construction and maintenance of water and sewer lines. Knowledge and application of appropriate OSHA standards. Knowledge of NC Administrative Code Title 15A Rules Governing Public Water Supply. Knowledge of NC DEQ Rules Governing Water Treatment Facility Operator, contains the rules for Distribution License holders. Knowledge of NC DEQ Rules Governing Sanitary Sewer System Operators, contains the rules for the operation of sanitary sewer systems. Strong supervisory experience with experience in compliance with local, state, and federal laws, standards, and regulations. Contract negotiation and management. Familiar with the bid-process, from developing Requests for Proposals to awarding of contracts. Ability to plan for future growth, emergencies, and inclement weather events. Ability to deal tactfully and courteously with the public. Ability to establish and maintain effective working relationships with other employees and the general public. Prepare and present reports to the Director and others as requested. Ability to plan, organize, and direct the work of several crews. Ability to prepare and effectively present complex and detailed records and reports. Ability to express ideas effectively in oral and written form.

MINIMUM QUALIFICATIONSGraduate from an ABET-accredited 4-year engineering program, or closely related field. Professional Engineering (PE) strongly preferred. Applicant will be given up to 24 months to successfully complete the PE exam from the date of hire. Minimum of four years of professional experience as an engineer. Possession of an appropriate driver’s license valid in the State of North Carolina; CDL preferred. Membership in the North Carolina Rural Water Association OR Membership in the American Water Works Association. The following certifications are preferred. If the applicant is not currently certified, they should be eligible to obtain these certifications within the first 12 months of employment. Water Distribution – System Operator Certification – Class A preferred. Water Pollution Control Collection Systems Operator Certification – Grade IV preferred. Collection System Maintenance and Repair Certification. Distribution System Maintenance Certification.

Preferred Qualifications10 years’ experience as a professional engineer (PE). Master’s degree (MBA or MPA).

Physical DemandsWork in this class is described as moderately strenuous using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks. An employee must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, fingering, grasping, feeling, talking, hearing, and repetitive motions. An employee must possess the visual acuity to do extensive reading, use measurement devices, and perform building inspection tasks. The employee is subject to both environmental conditions inside and outside. The employee is subject to hazards, occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risks of electrical shock and vibration.
