The City of Pittsburg, CA is seeking an Assistant Director of Public Works - Utilities.*Hiring Bonus - Up to $15,000*The City of Pittsburg, CA is seeking a highly skilled utility operations manager to plan, organize, and direct the activities of our water, sewage, storm water, and power utility operations. This position will manage and supervise activities related to the maintenance of the water treatment plant equipment, wells, facilities, and reservoirs. This role is essential in ensuring the efficient management of water distribution, treatment, recycled water supply, water management plans, conservation efforts, and water and sewer rates/charges. This is an at-will position that may act as the Public Works Director in their absence.

Join Team Pittsburg to do meaningful work that will shape the community and make a positive difference.Duties may include, but are not limited to, the following:Assist in developing department goals and objectives; assist in the development of and implementation of policies and procedures related to the Utilities Division.Direct and supervise the daily operations of the administrative, engineering, operational and future planning activities related to the generation, purchase, distribution, conservation and sale of electricity, the production, purchase, storage, distribution, treatment, conservation and sale of water, and collection, and distribution of sewage and storm water for the City.Assist in establishing and maintaining management and operational controls to ensure the implementation of overall policies for the electric, sewer, storm water, and water utilities; maintain strategic planning programs to meet short and long-term goals and objectives, referencing the utility needs of the City; validate financial resources and future resource funding.Confer with consultants and other agencies on regulatory and legislative matters affecting utility operations; assist in resource planning with other electric utilities including negotiations for integrated power resources and for participation in joint ownership of generation and transmission facilities; monitor and validate quality assurance and controls.Plan, coordinate, and review the work plan for assigned projects and responsibilities ensuring quality program performance in alignment with City priorities and goals.Provide administrative and technical direction to staff; coordinate water, sewer, storm water, and power utilities’ activities with other City departments, outside agencies, and organizations.Assist in the preparation of the operating and capital improvement budgets; monitor the budgets.Participate in the planning and implementation of research and data-gathering activities needed for the preparation of rate and funding estimates, facilities planning and forecasts.Coordinate the selection, orientation, training, and evaluation programs for assigned personnel; provide or coordinate staff training; identify and resolve staff deficiencies and review the work of staff to ensure compliance with applicable Federal, State and local laws, codes, and regulations.Ensure the City is in compliance with all current water, sewer, storm water, and power requirements established by federal, State, and regional regulatory agencies; interprets policies and procedures established by regulatory agencies.Provide technical and professional advice; prepare and coordinate reports and presentations on utility issues for City Council, community groups and regulatory agencies; keep accurate reports on maintenance and repair activities; prepare responses to claims and legal action brought against the City.Respond to the most complex and difficult inquiries and requests for information; provide information and resolves service issues and complaints.Represent utilities with other City departments, other agencies, civic groups, and the public.Establish positive working relationships with representatives of community organizations, State and local agencies, City management and staff, and the public.Knowledge of:Principles and practices of engineering as it applies to the development, construction and maintenance of water, sewer, storm water, and power systems; current developments for conservation programs; applicable federal and state regulatory codes and laws related to the operation of utilities; recent developments, current literature and sources of information regarding utility engineering and operations.Effective practices for employee supervision, including selection, training, employee development, work evaluation and discipline; equal opportunity guidelines and policies.Goal setting, program and budget development, work planning and organization; utility economics and financing.Modern office practices, methods, and computer equipment including relevant software programs.Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation.Safe work practices.Principles and practices of excellent customer service.

Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be:

Education : Possession of the equivalent of a bachelor’s degree from an accredited college or university with major coursework in engineering, biology, chemistry, or related field.

Experience:

Five years of increasingly responsible experience in utility operations management.

Special Requirements : Possession at the time of hire and continued maintenance of a valid California Class C driver’s license is required.

Desirable Certifications : Possession of a valid certificate of registration as a Civil Engineer, issued by the California State Board of Registration for Civil and Professional Engineers. Possession of a T-4 Water Treatment Operator certification from the California State Department of Public Health, and possession of a D4 Distribution Operator Certification. Possession of a Grade IV Collection System Maintenance certificate issued by the California Water Environment Association (CWEA). Possession of a Universal EPA certificate from the Environmental Protection Agency. Possession of a Storm Water Quality Certification.

Working Conditions : Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may be required to work outside of normal business including evenings and weekends and travel is rare.
