The

Assistant Director of Public Works & Utilities

will direct the activities of the assigned departments within Public Works. Responsibilities include daily operations, construction management, and long-range planning to meet the current and future needs of the City’s utility infrastructure. Develop, implement, and administer various utility programs, including resiliency and sustainability programs. Oversee programs and work with regulators to ensure compliance with federal, state, and local laws, codes, and ordinances. Assist in the development of the annual budget.The Essential Job Functions

Direct activities of Water Treatment, Water Reclamation, Pump and Motor, and Industrial Pretreatment Program Departments.Supervise Utility engineering departments and staff, including training and motivating employees.Prepare budgets and monitor budget expenses for the assigned utility departments.Assist the Director in maintaining the City’s Long Range Utility Master Plan.Prepare State Water Usage Reports.Negotiate and prepare engineering services agreements.Attend and participate in all major project meetings.Evaluate engineering proposals submitted for projects.Works with water and wastewater plant staff on process issues, including compliance with state and federal regulations.Perform such other related duties as may be assigned.Education and Experience

Bachelor's degree in Civil Engineering, or related field, plus at least five (5) years of related engineering and progressively responsible management experience.Licensed Professional Engineer in the State of Texas.Valid Texas Driver’s License with acceptable driving record.Knowledge, Skills, and Abilities:

Knowledge of personnel policies and procedures; city ordinances and construction standards; regulations for water and wastewater systems; and applicable laws, ordinances, regulations, resolutions, and functions pertaining to public works issues.Skill/Ability to select, motivate, train, supervise, and evaluate staff; develop and maintain technical standards and procedures; and establish and maintain effective working relationships with local and state government officials.The Ideal Candidate

The successful candidate should have experience in fiscal planning, budget management, strategic planning, and project management. They should be a dynamic and confident manager with excellent communication and interpersonal skills.Application Process
