This position performs planning, design, plan review, project management, and procurement of equipment and services in support of the operation, development, and maintenance of the city’s water, wastewater, and reclaimed water utilities.Responsibilities

Supervises planning studies and provides guidance with respect to planning programs, the implementation of procedures, and continuing planning programs.Assists with the evaluation of the city’s short- and long-range water, reclaimed water, and wastewater utility needs and defines new or upgraded facilities needed to meet these needs.Analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals.Performs planning, design, bid management, construction administration, project start-up, and project close-out functions for utilities improvements.Performs administration for capital improvement design and construction projects; contract negotiation and management; monitors consultant progress and reviews all required deliverables.Assists in directing the activities of professional consultants and technical staff engaged in design, inspection, permitting, and drafting.Directs and administers the activities and operations of the assigned divisions, including development plan review, development construction inspection, and the planning, designing, construction, and inspection of utility systems, and various City projects.Reviews plats and plans for private development to ensure compliance with city utilities standards; provides design guidance regarding utilities extensions and pumping stations; manages construction inspection coordination, property transfers, plat reviews, etc.; completes punch list development and verification and certification of construction and start-up activities.Plans, reviews, and supervises departmental policies, programs, and operations.Directs the development, implementation, and maintenance of goals, objectives, policies, and procedures; reviews and evaluates service delivery methods. Identifies opportunities for improvement, makes recommendations, and implements changes to standard operating procedures to enhance services.Researches, prepares, and presents periodic reports on issues, projects, and operational statistics. Manages special projects as assigned.Manages, supervises, and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination, or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; evaluates performance.Assists in directing wastewater treatment, underground utilities, potable and reclaimed water pumping and storage, and utilities billing and meter reading functions.Prepares divisional operating and capital improvement budgets for approval; manages approved funding; controls expenditures; requests budget adjustments.Assists in the procurement of vehicles, equipment, and other large cost items in compliance with city policies.Prepares and publishes the Consumer Confidence Report for the city’s potable water system and makes presentations to City Council on related topics; reviews and issues all customer communications regarding system issues and required responses.Responds to and resolves community and organizational inquiries and complaints. Responds promptly to customer needs, meets commitments and deadlines.Interacts with city departments and other public agencies; promotes and coordinates activities; educates employees on policies, programs, and procedures.Makes presentations and serves as a technical advisor to city management and city departments on projects involving utility engineering.Maintains a thorough knowledge of federal law, state and local statutes, ordinances, standards, procedures, and trends; ensures developments and projects are in compliance.Represents the city with professional organizations, community groups, and outside agencies.Performs related duties.Minimum Requirements

Bachelor's degree in Civil or Environmental Engineering or related field;Five (5) years of progressive experience in utility engineering, project management, or improvement of utility operations and systems.Possession of or ability to obtain Professional Engineer in the State of Florida within three (3) months of employment by having certification in another state that meets Florida requirements for licensure;Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated;Grant compliance background preferred;Equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities may be considered.Knowledge Required by the Position

Knowledge of the principles and practices of strategic planning, short-range planning, organizational development, management, and budgeting.Knowledge of public utilities project management principles.Knowledge of municipal water and wastewater systems operations principles and practices.Knowledge of civil/environmental engineering principles and practices.Knowledge of hydraulics, pumping and piping systems, water and wastewater treatment, and electrical controls and motors.Knowledge of system permitting requirements.Knowledge of development regulations and city utilities standards.Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.Knowledge of procurement policies and grant requirements.Knowledge of the trends and developments in the field of civil engineering, particularly utility engineering.Knowledge of occupational hazards and standard safety practices.Knowledge of computers and job-related software programs.Skills and Abilities

The Utilities Director assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.Guidelines

Guidelines include AWWA standards, Ten State Standards, the Florida Administrative Code, the Florida building code, National Fire Protection Association standards, the National Electrical Code, the land development code, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.Complexity/Scope of Work

The work consists of varied engineering and project management duties. Strict regulations and the unique nature of each project contribute to the complexity of the position.The purpose of this position is to provide engineering and project management support for the city’s water, reclaimed water, and wastewater utility operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.Contacts

Contacts are typically with co-workers, other city employees, contractors, developers, regulators, vendors, suppliers, state and local government officials, elected and appointed officials, community leaders, business leaders, consultants, representatives of other utilities providers, and the general public.Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.Physical Demands/Work Environment

The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects and distinguishes between shades of color.Climbing elevated structures 30 feet in height or less, working near traffic and construction site environment.The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.Must be able to report to work in natural disasters and assist in systems recovery if necessary.Supervisory and Management Responsibility

This position has direct supervision over Utilities Engineers, GIS Coordinator, CAD Operator, and Utilities Field Inspectors.
