The Executive Office of Health and Human Services (EOHHS) is seeking a highly skilled and experienced candidate to fill the Standardized Encounter Data Project (SENDPRO) Program Manager (PM) position. The Standardized Encounter Data Project (SENDPRO is the State's Medicaid IT initiative to transition encounter data submissions from a MassHealth-specific(custom) format to 837 EDI standard (Industry Standard). Reporting to MassHealth's Director of Enterprise Data Management and Engineering, as the Program Manager you will be responsible for managing and overseeing workstreams including internal development, vendor product teams and health plan stake holders. This position is aligned with the agency's commitment to proactively improve data quality and increase completeness and compliance. You will participate and lead a high visibility technology initiative, providing escalation management, assessing risks, anticipating bottlenecks, and balancing business needs against technical constraints. This will be a hybrid role requiring the candidate to be comfortable with both program management and project management duties.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
Serve as the Senior Program/Project manager that requires coordination between stakeholders from program teams and multiple MassHealth and EOHHS teams. The Senior Project Manager will support all phases of release management and implementation. This includes planning, organizing, managing and controlling all aspects of Project lifecycle. Champion program/project goals, objectives, and performance metrics, ensuring alignment with the agency's priorities. Responsible for working with external vendors/system implementors to hold them accountable for their service delivery. Directly facilitate program steering committee meetings and conduct periodic briefings/status updates to various levels of the organization for assigned areas. Devise communication and reporting to provide visibility on program performance across diverse stakeholder groups, including executive levels. Proactively identify program risks, issues, and dependencies, and develop mitigation strategies to ensure successful project delivery. Engage with key stakeholders to understand their needs and ensure their alignment with program/project objectives. Foster strong relationships with stakeholders, effectively communicating program/project updates, risks, and opportunities. Manage stakeholder expectations, resolve conflicts, and facilitate consensus among diverse groups with competing priorities. Create timelines for deliverables based on deadlines negotiated with project stakeholders. Establish program governance structures to ensure effective decision-making, and project coordination. Employ program management and agile best practices, methodologies, and tools to drive efficiency, mitigate risks, and achieve program/project objectives. Monitor program performance including vendor performance, contract management, track key milestones, and provide regular status reports to stakeholders and management. Manage financial processes for MassHealth projects, providing updates for Leadership and the Annual IT Capital process. Ensure the effective planning, execution, and delivery of programs/projects, leveraging agile methodologies. Foster a culture of collaboration, innovation, and continuous improvement within the SENDPRO team and across relevant stakeholders. Demonstrate flexibility and adapt to shifting priorities and timelines with a proactive mindset. Solid working understanding of Health Care Security standards and Regulatory requirements. QUALIFICATIONS:
Bachelor's degree or equivalent experience Minimum 5-7 years of experience in program and project management. Preferably in a healthcare or financial services setting. Minimum 5 years proven experience in leading critical, highly complex, technical, cross-organizational programs and projects, including data warehousing, data transformation, analytics, and systems integration. Track record of delivering technical programs through the full end to end program management lifecycle, from conception to operations. Prior experience working in an agile environment and strong familiarity with agile frameworks and principles. Strong problem-solving, with demonstrated expertise identifying, scoping, breaking down, and resolving complex problems through structured processes. Excellent communication skills, with the ability to communicate effectively with technical and non-technical stakeholders. Strong PowerPoint presentation skills are a must. Demonstrated understanding of project management principles and practices coupled with the ability to coordinate numerous projects simultaneously to successful completion. Familiarity with agile principles and practices along with experience in working in an agile environment and strong understanding of the Software Development Lifecycle. Confident taking ownership of work streams with high-level direction and guidance and producing proposed plans of action in a self-driven manner. Ability to work on multiple initiatives and/or workstreams simultaneously. Extremely well organized. Strong relationship building capabilities with a strong customer service orientation and the ability to understand customer needs. Strong knowledge of Project Management tools along with the MS Office suite of products/ Familiarity with projects involving cloud platforms is a plus. Experience working in a government healthcare agency, other public sector environment, health plan or provider settings. Familiarity with the Massachusetts health care landscape, including key healthcare stakeholders such as payers, providers, and consumer representatives is a plus. Project Management Professional (PMP) Certificate a plus.
