SummaryThe client is seeking a Financial Business/System Analyst who will help in implementing a comprehensive case management system to replace a number of extant systems currently in use. The client has chosen Odyssey Case Manager, from Tyler Technologies (Tyler), as its case management solution.Job DescriptionThe candidate shall be responsible for the following:Serve as lead financial business analyst and subject matter expert application suite.Work alongside financial analysts and leadership in resource management for fulfilling assignments.Provide analysis and requirements to the case management vendor for application enhancements.Provide end user support in adherence to established service level agreements.Evaluate current financial systems, recommend, and assist in development of standardized statewide Financial Configurations per current Maryland statutes.Provide analysis and recommendations for standardized business processes configuration and testing support of those configurations.Provide ongoing support of data review for financial data conversions, including but not limited to data mapping, creation of conversion logic, data analysis, solution determination and validation and documentation.Provide analysis and design input for audit requirements.Support system testing of development, as well as provide support during User Acceptance Testing.Provide analysis to programming team on financial integration processes.Analyze existing and proposed data exchanges for interoperability with local and statewide financial systems.Analyze and develop business rules specifications to develop the Financial Systems.Analyze large financial data sets and formulate conclusions. Develop queries and data extracts.Utilize data analysis software tools to assist with analysis and make conclusions based on data.Organize and present data set analysis graphically and verbally.Analyze and coordinate with team members in support of other non-financial areas of, as needed.Create and maintain documentation containing established statewide business processes and configuration decisions.Respond to requests from auditors regarding financial business processes and financial configuration.Provide end user orientation/training on new or revised business processes in person and virtually.Requirements RESOURCE SKILLS, EXPERIENCE, & CAPABILITIESResource minimum qualifications:Bachelor’s Degree in Computer Science or a related field.10 years of experience in working with, analyzing and formulating conclusions on large financial data sets, and with performing database queries.Five years’ experience programming in PROGRESS 4GL.3-4 years’ experience working with UNIX (AIX).Hands-on experience with SQL and PL/SQL, XML, JavaScript, Windows, and FTP.Experience with UNIX/AIX based, large scale applications.Strong analytical and programming skills.Desired SkillsCourt Case Management application experience.Have Court business experience.Hands-on (mid-expert level) experience with Business and Analytical Skill.Good teamwork skills.Ability to communicate information to technical and non-technical audiences.Have strong business process knowledge.Ability to prepare and deliver presentations.Strong organizational skills.Ability to multi-task.
