DESCRIPTION:This class performs project coordination and highly skilled, project specific, technical dutiesin area of specialty, including project design, review, and evaluation; technical documentpreparation; cost estimates; and reports; and supervises project personnel.EXAMPLES OF DUTIES:Supervises project personnel to include: prioritizing and assigning work; assistingwith performance evaluations; training; ensuring staff are trained; ensuring that projectsre completed according to policies and procedures; maintaining a healthy and safe workingenvironment; and making hiring, termination, and disciplinary recommendations.Manages engineering and capital improvement projects in assigned area of responsibility;coordinates the activities of Engineers, contractors, and/or other applicable parties; providesguidance related to project creation, construction, scheduling, Client, and/or otherrelated issues.Reviews and evaluates engineering plans, specifications, GIS maps and reports; preparesreports and/or comments regarding findings; provides input, assistance, andrecommendations; ensures compliance with applicable standards and specifications.Researches engineering issues, real estate, surveys and environmental issues, records,maps, documents, and/or other supporting documentation in support of project activities.Responds to requests for information from the general public, other governmental agencies,internal departments, and/or other interested parties; when necessary communicates issuesto other appropriate personnel.Oversees the administration of contracts for applicable engineering projects and/ormaintenance activities in assigned area of responsibility.Performs project inspections to ensure compliance with applicable standards andspecifications.Prepares for and participates in regular and routine meetings related to assigned projectsnd/or departmental activities.Prepares cost estimates and quantity take-offs for design projects; coordinates costnalyses; requests fund allotments; prepares related financial forms for project processing;reviews and processes invoices, change orders, and/or other related financial managementdocuments.Supervises and reviews engineering studies in assigned area of responsibility.ssists with budget preparation and administration; prepares cost estimates for budgetrecommendations; submits justification for budget items.Participates in developing policies and procedures, recommendations, standards, etc. insupport of department operations and activities.Performs other duties of a similar nature or level.TYPICAL QUALIFICATIONS:Bachelor's Degree in an engineering or engineering related field, and a minimum of threeyears of experience in civil engineering work, one of which was in a project coordination orsupervisory role or, an equivalent combination of education and experience sufficient tosuccessfully perform the essential duties of the job such as those listed above.Licensing Requirements (positions in this class typically require):Valid driver's license.Knowledge (position requirements at entry):Knowledge of:•Supervisory principles;•General surveying practices and procedures;•Engineering principles and practices;•Construction standards and practices; •pplicable Federal, State, and local law s, rules, regulations, codes, and/or statutes;•Budgeting principles;•Project management principles;•dvanced principles and practice s in assigned area of responsibility.Skills (position requirements at entry):Monitoring and evaluating subordinates ;•Delegating and prioritizing work;•Managing complex projects;•Preparing a variety of reports and documents, including GIS maps and parcel information;•Reading and interpreting plans, blueprints, sketches, maps, and/or other relatedconstruction documents;•nalyzing processes and making recommendations for improvement;•Interpreting and applying applicable laws, rules, and regulations;•Reviewing plans, specifications, technical studies, and reports for completeness andccuracy;•Conducting research;•Communication, interpersonal skills as applied to interaction with coworkers, supervisor, thegeneral public, etc. sufficient to exchange or convey information and to receive workdirection.GIS, CAD D, database management and information technology skills.DA REQUIREMENTS:Physical Requirements:Positions in this class typically require: fingering, talking, hearing, seeing and repetitivemotions.Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of forcefrequently, and/or negligible amount of force constantly to move objects. If the use of armnd/or leg controls requires exertion of forces greater than that for Sedentary Work and theworker sits most of the time, the job is rated for Light Work.Incumbents may be subjected to fumes, dusts, extreme temperatures, intense noises andtravel.
