Job Summary

Performs advanced and professional technical work in the installation, configuration, support, maintenance, optimization, and administration of the BPUB Water/Wastewater (W/WW) Supervisory Control and Data Acquisition (SCADA) system.

Responsibilities

Provides guidance and leadership to personnel participating in the same work and/or in similar type of work. May assume the responsibilities of the W/WW SCADA Supervisor in their absence and/or as assigned.

Apprentice:

Assists in the installation, evaluation, operation, support, maintenance, implementation, configuration, and overall administration of the W/WW SCADA system including servers, workstations, networks, database design, installations, performance analysis, system tuning, backup, recovery capacity planning, and data synchronization with Water Plants, Wastewater Plants, Lift Stations and all other systems. Assists in the planning and coordination, and performs the integration and implementation of improvements to the W/WW SCADA system including: Windows Server/PC equipment, network equipment, helpdesk software, network monitoring software, alarm software and HMI software. Assists in the planning and coordination, and performs the integration, design and implementation of improvements to the Programmable Logic Controllers (PLC) associated with W/WW Plants, Lift Station facilities, automated water-well production equipment and pump stations. Assists in the planning and coordination, and performs the operation and maintenance on the telemetry hardware and software that is part of the W/WW SCADA system. Maintains library of manuals, license agreements, license upgrades, and product warranty information. Assists in the management of the W/WW SCADA Local Area Network infrastructure so that it is reliable and ensures all end users are able to access the required services at all times. Works with vendors, SCADA staff, and other technology groups to resolve any W/WW SCADA problems. Assists in the development and maintenance of the department standards and technical diagrams for W/WW SCADA system/network architecture (i.e., standards for software, wiring, equipment, system security, and routing protocol). Assists in the development and maintenance of the documentation regarding W/WW SCADA network configuration, operating procedures, compliance, security, inventory of equipment, vendor activities, and service records relating to system hardware and software. Participates in short-term and long-term technology planning for W/WW SCADA system/network requirements. Works on-call as needed (including nights, weekends, and holidays). Completes other job duties as assigned.

W/WW SCADA Administrator:

Plan, coordinate, and implement improvements to the Programmable Logic Controllers (PLC) associated with W/WW Plants, Lift Station facilities, automated water-well production equipment and pump stations. Plan, coordinate, and perform operation and maintenance of the telemetry hardware and software that is part of the W/WW SCADA system. Maintains library of manuals, license agreements, license upgrades, and product warranty information. Manages the W/WW SCADA Local Area Network infrastructure so that it is reliable and ensures all end users are able to access the required services at all times. Works with vendors, BPUB SCADA technicians, system administrators, corporate Information Technology Department, and other technology groups to resolve any W/WW SCADA problems. Develops and maintains department standards and technical diagrams for W/WW SCADA system/network architecture (i.e., standards for software, wiring, equipment, system security, and routing protocol). Develops and maintains documentation regarding W/WW SCADA network configuration, operating procedures, compliance, security, inventory of equipment, vendor activities, and service records relating to system hardware and software. Participates in short-term and long-term technology planning for W/WW SCADA system/network requirements. Works on-call as needed (including nights, weekends, and holidays). Completes other job duties as assigned.

Senior W/WW SCADA Administrator

(in addition to duties listed above) Coordinates the purchase of replacement components with the department supervisor. Develops maintenance schedule for all SCADA equipment, based on manufacturers' recommended best practices.

Lead W/WW SCADA Administrator

(in addition to duties listed above) Assists engineering teams and consultants in the development of specifications where instrumentation and control systems are required. Assists the assigned supervisor in managing the documentation of all equipment manuals, wiring diagrams, work instructions, and other related documents. Serves as the subject matter expert for all assigned projects and is responsible for the timely completion of all work.

Knowledge, Skills, and Abilities

Knowledge of administrative practices, principles and procedures. Knowledge of troubleshooting and programming techniques involving Allen Bradley Control Logix platform, Factory Talk View SE HMI systems, field I/O devices, access and control, wiring, fiber optic networks, radio communications equipment used in telemetry, and server/client workstation applications. Knowledge of Instrument and Control devices utilized in the Water and Wastewater industry including: Variable Frequency Drives (VFD), electric/pneumatic/hydraulic control valves, measurement, alarm, telemetry and other miscellaneous automation components. Knowledge of Instrument and Control testing equipment, calibration techniques and troubleshooting principles. Knowledge of network equipment such as firewalls, switches, routers, hubs, and how to construct and maintain a LAN. Knowledge of Windows Server/PC hardware and software.

Knowledge in the interpretation of engineering blueprints, Piping and Instrumentation Diagrams, and electrical and mechanical process drawings. Strong skills in computer technology and Microsoft programs. Strong oral and written communication skills in English. Strong organizational, project management, and procedure writing skills. Ability to administer users in the SCADA windows domain, and troubleshoot windows related issues in the SCADA system.

Ability to develop effective processes and procedures for diagnostics and problem resolutions. Ability to maintain ownership of problems through final resolution. Ability to establish and maintain effective working relationships with internal and external customers. Ability to effectively lead or manage project teams. Ability to effectively train and coach others. Ability to work under indirect supervision. Ability to perform accurate work under stressful conditions.

Ability to work outside the normal range of hours when necessary.

Education & Experience Requirements

Apprentice:

Bachelor's degree in Computer Science, Engineering Technology, or related field. An Associate's degree in Computer Science, Engineering Technology, or related field, and two (2) years' experience in PLC, HMI, Automation Control Systems and/or SCADA Systems may substitute for the Bachelor's degree.

Administrator:

Bachelor's degree in Computer Science, Engineering Technology, or related field, plus three (3) years of experience in PLC, HMI, Automation Control Systems and/or SCADA Systems. An Associate's degree in Computer Science, Engineering Technology, or related field, and two (2) additional years of experience in PLC, HMI, Automation Control Systems and/or SCADA Systems may substitute for the Bachelor's degree.

Senior W/WW SCADA Administrator

Two (2) additional years of relevant work experience are required.

Lead W/WW SCADA Administrator

Four (4) additional years of relevant work experience are required.

Certificates, Licenses, Registrations

Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
