Seeking experienced property manager to manage multiple properties throughout Belknap and Merrimack Counties.
POSITION SUMMARY:
To perform on-site and centralized management, compliance, administrative and operational duties for the assisted elderly housing developments managed by Community Action Program Belknap-Merrimack Counties, Inc.
PROGRAM RESPONSIBILITESCollects rents, arrearages, and any other required payments from tenants on a monthly basis.Maintains cash receipts records in accordance with Agency fiscal procedures, as well as HUD rules and regulations.Provides information, in accordance with HUD & FHEO rules and regulations, regarding eligibility requirements for tenancy to applicants and other interested parties.Responsible for intake of prospective tenants, using application procedures compliant with HUD rules and regulations and the appropriate tenant selection plan.Directs data entry and process of verification documents for prospective and existing tenants for initial, annual and interim certifications utilizing TRACS computer programs.Directs data entry and preparation of forms HUD 50059, HUD50059E for tenants initial, annual and interim certifications utilizing TRACS computer programs.Directs data entry and preparation of lease for tenants initial certification and lease amendments for tenants annual and interim recertification's utilizing the appropriate TRACS computer programs.Maintains waitlist and ensures full occupancy by initiating and supervising timely tenant initial certification and recertification procedures.Responsible for overall tenant relations including grievance and eviction proceedings. Manages tenants' disputes, complaints and emergencies which may arise on a day-to-day basis and informs Housing Director of disposition when appropriate.Responsible for general communications with tenants.Ensures proper on-going and preventive maintenance as well as conducting annual unit inspections and scheduling required building system inspections and certifications, i.e. fire alarm, sprinkler, elevator, heating, septic pump station, etc.Approves, assigns and monitors the activities and the billings of sub-contractors and other vendors.Attends regular monthly staff meetings.Attends regular trainings to maintain HUD compliance.Ensures work orders are completed by maintenance and vendors in a timely manner.Prepares Reserve for Replacement requests for approval and submission by the Housing Director.Prepares Vacancy Claim requests for approval and submission by the Housing Director.Maintains equipment inventory and on-site supply inventory.Verifies billings, statements and invoices from vendors and service providers to be used in the preparation of Purchase Orders.Ensures conformance to all federal, state, local and agency rules and regulations.Assists in the preparation of reports and tabulations covering a variety of activities and usage of individual units at each project.AGENCY RESPONSIBILTIIES:

Experience:
Two years of Affordable Housing experience required.General office and computer skills, including data entry, required.Ability to establish and maintain effective communication and working relationships.Accurate, detailed, dependable, organized, self-disciplined.OneSite/Real Page Tenant Software knowledge.Effective time management and organizational skills. Ability to follow written procedures, work well under pressure and meet deadlines, without compromising attention to detail.Strong desire to assist elderly and/or handicapped persons in a subsidized housing environment.Education:
Associate's degree in business or human/social services. Education requirement may be substituted with two years work experience in assisted housing field, as well as working knowledge of HUD/FHEO regulatory compliance guidelines; to be determined by Director of Affordable Housing.License/Certification:
Successful completion of criminal record check.Valid driver's license and access to reliable transportation for required statewide travel.Occupancy Specialist Certification: Will be required to attend approved training seminars in HUD occupancy and verification procedures and obtain designation of Certified Occupancy Specialist within one year of hire date.
