Position Definition: TheHealth and Nursing Services Supervisoris responsible for overseeing medical supports and services for all students served by the CLIU. The Supervisor is responsible for the selection, assignment, evaluation, and oversight of the Classroom Nursing staff (Non-PDE certified) assigned to CLIU locations. The Supervisor is responsible for the coordination and assignment of the School Nurse (PDE certified). The Supervisor will provide support, information, analysis, and recommendations to the Human Resources Department regarding employee health-related circumstances. Relationship: TheHealth and Nursing Services Supervisoris directly responsible to the Assistant Director of Special Programs and Services but will serve at the direction of the Human Resources Director, as needed. Qualifications: Education/Experience:

Master’s Degree in Nursing.

Certified Instructor in CPR and First Aid, preferred.

Valid First Aid, CPR, and AED Certification.

Valid PA Registered Nurse License.

Maintains current knowledge of programs/services, such as surrogate parenting, health care options, local services providers, and other relevant PDE initiatives.

Physical:

Ability to stand, bend, stoop, sit, lift, reach, communicate (vision, hearing, and speech), and carry or convey sufficient weight to safely and effectively carry out functions, duties, and responsibilities.

Ability to independently ambulate in and around work locations.

Ability to travel to and from assigned work locations without employer support.

Ability to travel in and drive a CLIU #21 vehicle.

Ability to exhibit good manual dexterity to effectively carry out functions, duties, and responsibilities.

Ability and availability to travel overnight.

Speaking and hearing ability sufficient to communicate effectively by phone or in person at normal volumes.

Vision adequate to read correspondence, computer screen, forms, etc.

Authority: TheHealth and Nursing Services Supervisorwill have the authority to perform all functions listed below in accordance with established policies and procedures. Functions/Duties/Responsibilities: To perform this job successfully, an individual must be able to perform each essential function/duty/responsibility at acceptable standards. Screens, interviews, and recommends staff for employment in areas for which responsible.

Supervises, assigns, and evaluates assigned Classroom Nursing (Non-PDE certified) staff.

Coordinates and assigns responsibilities to the School Nurse (PDE certified).

Establishes relationships and coordinates nursing agency services, secures necessary personnel, and assigns, as needed.

Supervises and implements the collection and maintenance of documentation related to service delivery and billing.

Supervises and reviews the implementation of school health services guidelines and procedures.

Supervises and implements the collection of health records for students entering Intermediate Unit programs.

Participates in IEP meetings for students identified with medical/health needs and coordinates with the school, the home, the Transportation Department, and the Special Programs and Services Department, as needed.

Manages health cases that require Department of Health monitoring.

Communicates with institutional programs and group homes regarding health issues of students attending IU programs outside of the institutions.

Implements staff development efforts to increase the effectiveness of school health programs through specific curriculum areas.

Establishes partnerships with regional health organizations, including research programs for parent and employee education.

Serves as a resource person to staff and administrators regarding public health and safety issues, including collaboration with the Department of Health or other Health Agencies.

Serves as a clinical guide and resource for all health care staff assigned to students, health care agencies, IU Leadership, IU staff, and District contacts, such as disseminating any new relevant information from the Department of Health, Department of Human Resources, the PA Association of School Nurses and Practitioners, and the Center for Disease Control.

Oversees collaboration with constituent school districts in regard to medical concerns of specific students in IU programs, including the provision of specialized nursing and/or health services, as directed.

Facilitates effective health care initiatives, including obtaining standing orders and problem-solving regarding issues that may arise from IU staff, health care agency staff, school district staff, and parents.

Collaborates with Supervisors and the Director/Assistant Director of Special Programs and Services to manage and resolve health care-related problems, issues, and concerns, and establishes written internal guidelines when necessary.

Provides support, feedback, and training to CLIU staff regarding personal care services outlined in the student IEP.

Interprets student health information provided by physicians, medical facilities, social agencies, and parents.

Interprets employee health information provided by medical professionals.

Oversees the coordination and retention of accurate and current cumulative health records, medication records, and health plans.

Maintains confidentiality in all aspects of the CLIU Service programs observing FERPA and HIPAA regulations.

Adheres to all applicable Pennsylvania School Code and/or employer policies and procedures.

Remains current with trends, best practices, and related subject matter in order to provide efficient and effective services.
