ASRC Federal Vistronix (ASRC Federal) is actively seeking an

Intermediate Business Analyst

to join our remote team supporting an enterprise IT transformation for our federal client. The successful candidate will have a solid understanding of Business Analysis principles and tools, possess excellent written and oral communication skills, be able to create and edit technical documents, and be able to define requirements for complex and interconnected government systems and processes. The ability to work with both technical and non-technical audiences is very important. Having a solid understanding of the software development process and being able to translate information for non-technical stakeholders is key. Most of the work will be performed virtually, but some travel to the government site in Denver may be needed.

ResponsibilitiesKey TasksBusiness Analysis supporting the development of new and modernizing IT systems.Defining project scope and objectives.Reviewing and analyzing existing business requirements and processes.Re-engineering business processes to meet new business requirements.Eliciting information and functional specifications and design criteria from product owners and business sponsors.Developing and documenting system and business requirements to meet business goals in accordance with agency processes, models, and standards.Meeting Facilitation.Coordinating meetings with stakeholders, including developing agendas, tracking action items, and providing meeting minutes.Facilitating meetings with subject matter experts from various levels of the business to organize work and priorities.Production of Analysis Documents.Writing and editing technical documentation such as Alternatives Analysis, Concept of Operations, Cost Analyses, User guides, UAT guides, Project Roadmaps, SWOT Analyses, Gap Analyses, Market Research Assessments, Intake Assessments, RASCIs, and Business Cases.Process and Template Development and Revision.Developing or updating document templates to meet needs of the customer or the ASRC team.Supporting the drafting and updating of Standard Operating Procedures (SOPs), work instructions, and other process documents to enable the team to provide high quality and consistent documents.Training and Mentoring.Assisting with training new team members, orienting them to organizational processes, program history, and introducing them to federal staff and stakeholders.Mentoring more junior Business Analysts to help them grow their analytical skills.Some limited domestic travel, as required.Performing other duties as assigned.

This position is offering a pay range of $77,000-82,500 depending on experience, seniority, geographic locations, and other factors permitted by law. Benefits offered may include health care, dental, vision, life insurance; 401(k); education assistance; paid time off including PTO, holidays, and any other paid leave required by law.

RequirementsEducation and ExperienceBachelor’s Degree. Advanced Degree or data/IT-related certification also desired.At least four (4) years working as a Business Analyst in an enterprise environment.Seven (7) years of working experience as a Business Analyst in an enterprise environment will be considered in lieu of a Bachelor’s Degree.

Required Skills And CompetenciesStrong technical writing skills, with the ability to write and edit complex documentation (10-40 pages) as well as concisely describe requirements and detailed functional requirements. Documentation is a primary deliverable for this position.Good verbal communication skills, including the ability to listen to discussion from a variety of stakeholders and capture key information and action items.Meeting facilitation skills, working with subject matter experts from various levels of the business to organize work and priorities.Good interpersonal skills in dealing with customers and colleagues.Curiosity, flexibility, and an ability to think outside the box.Experience with analysis, requirements definition, and testing to optimize and automate system administration and business process activities.Good working knowledge with MS Office (Office 365), SharePoint, and Microsoft Visio.

Desired SkillsWorking knowledge of Atlassian JIRA and Confluence.Experience with Agile and SAFe methodologies.Experience working with a wide range of personnel, including business sponsors, product owners, project managers, development teams, and end users at all levels of the organization.Familiarity with formalized requirements management frameworks (including requirements traceability) such as IEEE and Service Oriented Architecture (SOA) concepts.Knowledge of GIS and a general understanding of ESRI applications and tools.Certification in ITIL.Prior government work experience a plus.
