We are seeking a skilled GIS Developer to be housed in our Innovation and Technology Services department. This role involves creating seamless connections between various systems, ensuring efficient data flow, and implementing custom solutions to meet organizational needs. The ideal candidate will have a strong background in ESRI software, database management, and user support, with a focus on enhancing operational efficiency and user experience.
Plans, designs, and develops effective data integration services to extract data from both external and internal sources such as SharePoint, Excel, Access, or other data files, and then ensure that data is available to the SQL Server or other database systemsDesigns, programs, deploys and customizes ESRI suites while conducting researching on emerging GIS products, services, methods, protocols and standards, to draft, evaluate and implement themDevelops integrations between web applications and Laserfiche programs, forms and workflowsDevelops and maintain custom GIS scripts, geoprocessing tools with the ESRI suite of applications county wide with direct responsibility for Emergency Services & 911 support; create maps and reports for internal and public usersCreate and maintains GIS web systems and geodatabasesManages requests for new software applications or modifications, expansion or enhancement of a current application; designs and codes programs and/or modifications which meet user requests, including on-line and batch programs; creates job code languages; tests developed programs to ensure accurate and effective productEvaluates and documents current database system design (logical and physical) and proposes system changes for review by key stakeholders and implements those changesReviews database systems for potential automation to speed the delivery of database and reporting servicesWrites and prepares database queries and reports. Works closely with the Applications team on developing data models and preparing data dictionaries for documentationTrains users in new program application and provides technical assistance to users as needed; analyzes and troubleshoots problems with assigned applications and makes necessary modifications to resolve problemsGraduation from an accredited four-year college or university with a degree in GIS, management information, computer science, geography, engineering, or related discipline and four (4) years of experience that includes knowledge of ESRI Products (e.g., ArcGIS Desktop/Pro, ArcGIS Server, Model Builder and Arcs DE) or an equivalent combination of education and experience.Management Preference:
Certification in GISP or ESRI technology and experience building web applications.Knowledge of the methods, procedures and policies of Cumberland County as such pertains to the performance of the essential duties of the position
Knowledge of the principles and practices of applications programming work to include analyzing user requests and developing, coding and implementing programs, preparing program documentation and assisting users
Knowledge of multiple input and output file handling; thorough knowledge of geography, cartography, and GIS technology
Knowledge of creating, editing, and maintaining GIS data
Knowledge of programming languages (e.g. Python, SQL, HTML, JavaScript and CSS), Microsoft’s SQL Server, and local government GIS applications
Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
Knowledge of the organization of the department, and of related departments and agencies; and occupational hazards and safety precautions required to perform the essential functions of the work
Ability to establish and maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities
Ability to communicate orally and in writing
