Act as Senior Project Manager in the execution of energy (Financed) projects in the service or performance period with authority to commit on matters of cost and schedule. Maintain overall execution of the Operations, Maintenance Repair and Replacement (OMRR) requirements related to each assigned contract, coordinating customer and subcontractors, monitoring effort and evaluating performance, with a goal of fulfilling all performance period OMRR and savings requirements.

Responsibilities Include

Coordinate with IE&S leadership to determine needs and assess risks inherent with the performance period for each project. Evaluate and develop a clear understanding of the expectations on each contract.Lead and coordinate subcontractor project managers to ensure successful service implementation, including OMRR planning and execution, performance period project budgets, and logistics planning. Conduct subcontractor procurement/evaluation.Coordinate with Customers, ensuring effective support to customer needs, overcoming schedule, access, and logistics challenges. Hold regular meeting to ensure excellent communications and lowest level issue resolution.Manage and monitor project processes and procedures to ensure company standards are being met regarding quality, safety, and environmental requirements. As needed, conduct site visits. Collaborate with leadership and others as assigned, to regularly evaluate the processes by which performance period services are executed.Work closely with project controllers to verify project costs to date and develop/maintain an accurate forecast of project costs and profitability. Develop and manage annual performance period budget. Complete Non-Conforming Cost (NCC) requestsRegularly evaluate the project preventive maintenance plan, driving on time, effective planned maintenance to ensure equipment performance, availability and savings.Lead service period communication efforts among the project team and throughout the organization as needed, including regular reports to the Manager of Project Execution and other stakeholders on the status of each project's performance, financial projection and risks affecting overall performance.Work Closely with the Measurement and Verification(M&V) Team to ensure all required inspections, trends and sampling is done annually. Coordinate these activities with the customer. Work with the M&V team to complete the annual M&V report.Ensure a very good or better CPAR (Contractor Performance Assessment Reporting) evaluation from the Government Contracting Officer.

Implementation Of Project Controls Including

Ensure Performance Period Project Kick-off meeting with a standardized regular Service phase review process to comprehensively evaluate project safety, budget, and schedule.Maintain projects have a uniform methodology for preventive maintenance planning and execution and reporting to help uncover potential issues earlyCoordinate with Project accountant to ensure financial information/project status is properly coordinated and reported for monthly financial reviewsProject Safety Controls in close coordination with Safety Director including creating a uniform Operational Risk Management culture, and reporting method to find and address any trends in safety incidents.Implement Project Quality Controls in close coordination with QC Lead to ensure high Quality Management program

Requirements Include

Experience leading subcontractors and managing their performance.Excellent people manager and interpersonal skills to develop a collaborative workforce.Demonstrated leadership and vision in managing service and or construction activities.At least (10) years of progressively responsible roles in Federal Service Contract / Construction Project Management; preferably in government contract managementPMP (Project Management Professional) certification desiredExperience with FEMP based M&VStrong knowledge of finance and lifecycle costsExcellent computer skills and proficient in software, including Excel, Word and Computerized Maintenance Management systems (Maximo etc)Budget development and oversight experienceTravel required

Security Clearance

Candidate must be a United States Citizen with the ability to obtain and maintain a U.S. Government Security Clearance.
