ASRC Research & Technology Solutions (ARTS), a subsidiary of ASRC Federal, is seeking a

Systems Engineering Manager

for projects and technology development in the area of Aeronautics and Air Traffic Management at NASA Ames Research Center.

Support the ATM-X project lead SE and Integration Team in coordination and tracking of SE activities across multiple subprojects. Support will include performance of various system engineering activities including requirements development, tracking measures of performance, risk management, developing and reviewing plans, documentation, and deliverables.

Duties Include

Technical leadershipRequirements management (develop, update, allocate, track implementation, control changes)Establish, refine, and document technical and Systems Engineering processesUpdate a Systems Engineering and Management PlanDevelop ATM-X project-wide glossary/dictionary incorporating existing subproject dictionaries and FAA/industry terminologyUse Cases and Scenarios development, refinement and traceability to high level objectives and system requirementsWork with subproject system engineers and Technical Leads to identify success criteria, Measures of Effectiveness (MoEs), Measures of Performance (MoPs), Key Performance Parameters (KPPs)Develop and update System architecture and requirementsRequirements verification and validationReview and develop system engineering work products (e.g. requirements, architecture, APIs, sequence diagrams, use cases, scenarios, test plans, metrics, decision tracking)Identify, track and assess technical risks and develop mitigationsParticipate on Risk Management BoardCoordinate with NASA partner projects and their development teams for integrating and testingCoordinate with external partners and their development teams for integrating and testingConfiguration Management and maintenance of project documentation on Atlassian Confluence platformTech Transfer documentation developmentProject schedule reporting and maintenanceEnsures consistency of operations across the contract; manages resource allocations across the teamLeads staff resource tracking and workload leveling; oversees OCI across the teamManage Technical staffing; interview and select candidates, determine raises, and recommend promotions, bonuses, and other employee actionsNegotiate, approve, and administer all task actions; approve technical staff assignments; assign TOs to employeesManage budgets, forecasting and financial adjustment actions to meet the subcontract requirementsLead Contract Project Status Reviews with the Prime; provides financial coordination across the contract and reports contract status along with profits and losses to ASRC Federal managementManage the overall task staffing with a focus on upcoming needs, missing skills, workload projections, and program performance.

This position is offering a pay range of $150,000 to $230,000 depending on experience, seniority, geographic locations, and other factors permitted by law. Requirements

Ability to understand project needs, goals and objectives and translate them into a technical solution10+ years experience in Systems EngineeringBS Sys Eng or BS degree in a technical fieldIn-depth familiarity with systems engineeringExperience as a technical lead with system-level responsibilitiesCurrent U.S. Citizen or U.S. person statusDemonstrated ability to manage other personnel (5 or more persons) of varying levels of experienceDemonstrated ability to evaluate and manage financial budgetsExcellent writing and communication skillsExperienced using Excel and Word applicationsNASA systems engineering processes and requirements (NPR 7123.1)

Desired Qualifications

Depth and knowledge of aeronauticsFamiliar with Air Traffic Management within the National Airspace SystemKnowledge of Urban Air Mobility (UAM), Advanced Air Mobility (AAM), and/or Unmanned Aircraft Systems (UAS)
