Procurement Section Lead

Role Overview: Our client is seeking an experienced Procurement Section Lead with substantial knowledge as a Subcontracting Buyer in the Oil and Gas industry. This position involves leading and coordinating procurement activities, issuing purchase orders, and managing a team of buyers to ensure the efficient acquisition of goods and services.Key Responsibilities:
• Lead and coordinate all activities necessary to purchase goods and/or services/subcontracts carried out by buyers.
• Issue purchase orders/subcontracts within the assignment power of attorney or coordinate the process and related workflow up to the Purchase Order signature by the deputed person.
• Report to the Procurement function about the activities of the assigned team of buyers.
• Assign purchasing requests to specified buyers to initiate the procurement process.
• Define/approve the bidder list considering project and operating requirements, market knowledge, and internal needs.
• Approve Requests for Quotations prepared by buyers.
• Check and/or approve commercial/economic tabulations to compare different proposals prepared by buyers.
• Supervise commercial/economic negotiations.
• Check and/or approve purchase orders/subcontracts prepared by buyers.
• Support and coordinate buyers in their day-to-day activities.
• Promote market knowledge and scouting.
• Take care of buyers’ training and professional development.
• Ensure confidentiality regarding technical, commercial, and economic information received through vendor proposals.
• Manage claims and transactions.
• Check technical documentation received with Purchase Requisitions and Technical evaluations.
• Support buyers during feedback activities.Qualifications:
• Proven experience as a Procurement Section Lead.
• Substantial experience as a Subcontracting Buyer in the Oil and Gas industry.
• Familiarity with CIVIL/MECHANICAL/E&I Subcontracts.
• Strong leadership and coordination skills.
• Excellent negotiation and communication abilities.
