As a world-renowned public health agency with a history of building transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge, and responding to urgent public health crises - from New York City's yellow fever outbreak in 1822, to the COVID-19 pandemic - we are a hub for public health innovation, expertise, and programs and services. We serve as the population health strategist, and policy and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.
The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected - and actively used to protect and promote the health and wellbeing of New Yorkers.
We aim to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.
This position will be based at the Health Department's office in Long Island City, NY, with the possibility of hybrid work.
POSITION OVERVIEW
We're seeking a dynamic and seasoned Director of Data Governance to join our team and support our data governance initiatives. This role is crucial for ensuring the integrity, security, and effective use of our data assets, as well as healthy, collaborative relationships with our partners in the data ecosystem.
The Director for Data Governance will report to the Senior Director for Data Governance and Informatics and be responsible for establishing and maintaining an enterprise data governance framework. The framework will focus on establishing data management best practices as the Center for Population Health Data Science shifts the oversight of the Agency's public health data from its legacy siloed systems to a central architecture. Working with the larger CPHDS team, the Data Governance group will provide guidance for all areas of data lifecycle, including data quality, consistency, and security. The Director for Data Governance will also be responsible for the implementation of an Enterprise Data Catalog - to house the policies and metadata involved in these processes. This role will involve collaborating with various stakeholders, including IT, Legal, and program teams to develop and implement data governance policies, standards, and practices. The ideal candidate will have a strong background in data management, governance, and regulatory compliance.
The selected candidate will be an employee of the Fund for Public Health in New York City, a nonprofit organization which is the fiscal and administrative manager of the grant; work will be supervised by DOHMH. This individual will be expected to work non-business hours during emergencies and to participate in emergency preparedness and response activities conducted by the Division and Agency.
RESPONSIBILITIES
Develop and Implement Data Governance Framework:Establish and maintain an Agency-wide data governance framework, including policies, standards, and processes.Define and implement data governance strategies, objectives, and metrics to monitor and measure success.Data Quality Management:Facilitate data quality initiatives, ensuring data accuracy, completeness, consistency, and reliability.Support the development and implementation of data quality standards, metrics and where feasible, the monitoring in the Central Data infrastructure.Ensure that initiatives comply with data quality standards and metrics, and where feasible can be monitored in the Central Data Infrastructure processes.Regulatory Compliance:Ensure compliance with relevant data protection and privacy regulations (e.g., HIPAA, cyber security policies, Medicaid regulations).Develop and enforce data handling policies and procedures to meet regulatory requirements.Stakeholder Collaboration:Work closely with IT, legal, compliance, and program teams to align data governance objectives with DOHMH goals.Facilitate communication and collaboration between data stewards, data owners, and other stakeholders.Data Stewardship:Establish roles and responsibilities for data stewardship within the organization.Provide guidance and support to data stewards in implementing data governance practices.
Data Governance Tools and Technologies:Evaluate and recommend data governance tools and technologies to support data management and governance efforts.Oversee the implementation and utilization of data governance software solutions (e.g. Enterprise Data Catalog).Training and Awareness:Develop and deliver data governance training programs to educate employees on data governance principles and best practices.Promote a culture of data governance and data-driven decision-making across the organization.Risk Management:Identify and mitigate data governance risks, including data security, privacy, and compliance risks.Develop and implement disclosure risk mitigation tools and management strategies, to protect data assets within and outside the agency.QUALIFICATIONS
Master's degree in Public Health, Information Management, or a related field.5+ years of experience in data management, data governance, or related roles.Strong understanding of data governance principles, practices, and frameworks.Experience with data quality management, data stewardship, and data governance tools.Knowledge of regulatory requirements related to data protection and privacy (e.g., HIPAA).Excellent communication and interpersonal skills, with the ability to collaborate effectively with stakeholders at all levels.Strong analytical and problem-solving abilities.PREFERRED SKILLS
Experience conducting quantitative data analysis and managementAnalytical and problem-solving skills, able to meet time sensitive requests.Planning and project management skills with ability to adapt with new information and needs.Prioritization and time management skillsInterpersonal and communications skills with ability to manage working relationships with individuals at all levels.High degree of self-awareness, humility, and diplomacy.SALARY
Salary range is $120,000- $135,000, depending on experience.
