GENERAL DESCRIPTION:Laborers perform strenuous physical duties such as, but not limited to lifting and moving of equipment,and shoveling or loading bulk quantities of materials associated with the repair or maintenance of publicstreets, parks, landscaped islands, open space and other township owned facilities.When assigned Laborers operate a variety of licensed and unlicensed motor vehicles including but notlimited to cars, light duty trucks and medium duty trucks. These motor vehicles may be equipped witheither automatic or manual transmissions and require a Commercial Drivers License to operate. Some ofthese motor vehicles are equipped for such work as snow removal from public streets and municipalparking lots, hauling bulk quantities of aggregate or soil and performing mowing using large tractors.Work assignments are carried out in accordance with instructions and established routines.

SKILLS, DUTIES, AND RESPONSIBILITIES:REQUIRED SKILLS AND ABILITIES:

Computer and Technology Skills:Proficiency in the use of radios, scanners and other Public Works Department technology.

Language Skills:Ability to understand and carry out both written and oral instructions.Ability to express ideas effectively, both orally and in writing.Ability to read and comprehend reports and procedure manuals.Ability to examine and interpret maps and construction drawings.

Mathematical Skills:Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, commonfractions, and decimals with and without a calculator.Ability to calculate figures and amounts such as proportion, percentage, volume, and area.

Reasoning Abilities:Ability to follow work schedules and daily assignments planned by others and without directsupervision.Ability to solve problems and manage emergency situations while exhibiting calm and controlledcomposure.Ability to define problems, collect data, establish and verify facts, and draw valid conclusions.Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.Ability to solve practical problems and deal with a variety situations where only limitedstandardization exists.

Ability to push and pull heavy loads (Max200 lbs.). Ability to crawl.

Other Skills and Abilities:Knowledge of materials, methods, and techniques used in public works activities includingthorough knowledge for the safe operation of all types of municipally owned equipment andvehicles.

Ability to competently and safely operate all machinery classified as light equipment includingknowledge of occupational hazards involved in its operation.Thorough knowledge of safety standards and occupational hazards involved in performing highwayconstruction and maintenance, building construction and other activities associated with thedepartment's operations.

Ability to establish and maintain effective working relationships with other employees.Ability to deal effectively and courteously with the general public when the need arises.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Manually operates hand tools and minor equipment such as, but not limited to, shovels, rakes,hammers, drills, wrenches, saws, spreaders, lawn mowers and chain saws.Operates trucks equipped with specialized attachments for spreading materials and removing snowaccumulations from streets and parking lots including trucks requiring a Class B Commercial Driver'sLicense with Air Brake Endorsement from the Commonwealth of Pennsylvania.Performs custodial duties including, but not limited to, sweeping and mopping floors in Townshipowned buildings.

Performs grounds keeping duties on properties located throughout the TownshipPerforms duties of "flag person" controlling vehicular traffic at job sites located on public streets orhighways.

Planting, cultivating and pruning trees and shrubs.

Performs other essential duties as assigned or required.

NON- ESSENTIAL DUTIES AND RESPONSIBILITIES:Applying chemicals to turf areas.Perform minor maintenance to equipment such as but not limited to washing and waxing automobiles,fueling vehicles, and lubricating automotive components.Performs other non-essential duties as assigned or required.

REQUIRED QUALIFICATIONS:Education:High school diploma or general education degree (GED).

Experience and Training:Two years of experience in physical outdoor conditions similar to that described under WorkEnvironment.

Testing:Passing grade on a series of tests designed to measure physical and mental abilities of theapplicant to perform as a laborer.

Licenses/Certification:Possesses and maintains a Class B Commercial Driver's License with Air Brake Endorsement fromthe Commonwealth of Pennsylvania.

SUPERVISION FROM THE FOLLOWING:This position typically receives supervision from the Foreman or the Public Works Director.

SUPERVISION TO THE FOLLOWING:This position typically does not give supervision to others.

WORK Environment:While performing the duties of this job, the employee regularly works near moving mechanical andautomotive equipment. The employee frequently works in outside weather conditions in temperatures andweather that may be harsh and is frequently exposed to wet, humid, or other extreme conditions. Theemployee must occasionally visit and inspect facilities that are accessible only via rugged paths of travel,ladders, and stairways.

Work is performed throughout the Township and when necessary, outside the Township. Work hoursinclude all hours of the day and night.
